Hi, I'm Marta Belchure, president of Filecoin Foundation. I am thrilled to be here on D Web Decoded today, coming to you from Toronto at Consensus with Bo Hines, who is the executive director of the White House's Crypto Council. Bo, thank you so much for being here.
We are absolutely thrilled to get to sit down with you in the very short time that you've been the executive director of the Crypto Council. You've gotten so much done for crypto, which we're so grateful to you for. I would love to hear from you. How did you get interested in crypto in the first place?
Yeah, it's really an interesting story and one I've told quite a few times over the last few months. I was a freshman football player at North Carolina State, a wide receiver, and had a phenomenal quarterback in Jacob Verset, who still plays in the NFL. I had the privilege to play in the St. Petersburg Bitcoin Bowl in 2014, and that sparked my interest in crypto. Since then, I became an avid retail trader, which kept me in tune with the space and opened my eyes to what this technology could do for traditional financial systems and money flows. I went to law school at Wake Forest, studied blockchain and internet law, then became a general partner in a growth equity firm in Charlotte. I stayed involved in crypto from a retail perspective. That led me to work on the transition team where I met David Sacks, our AI and crypto czar. We formulated the plan to make the US the crypto capital of the world, deliver on the president's promise to usher in a golden age for digital assets, and we're well on our way.
A lot of this was outlined in the president's first digital assets executive order. He established a working group for digital assets comprising interagency actors like the SEC, CFTC, Treasury, Commerce, and DOJ. This allows streamlined conversations on how to build a robust framework for the industry and honor those who left due to uncertainty and lawfare under the last regime. The executive order laid out landmarks: a 30-day internal audit, a 60-day recommendations list, and a 180-day comprehensive report due July 22nd, which will describe the cleanest regulatory framework to get us where we want to be.
There's a lot going on in crypto legislation and regulation. How are you navigating all the different processes, and what's your take on crypto policy beyond the White House?
I view my office as an administrator and sherpa between White House policy, interagency activity, industry, and Capitol Hill. We have a dream team with Secretary Lutnik, Secretary Bessant, Hester Pierce at the SEC, and Brian at the CFTC. We've illustrated progress in the first 100 days with recisions and guidance. We see this in three phases: demolition (75-80% done), construction (relying on Congress for stablecoin and market structure legislation), and implementation (integrating technologies into traditional finance). This could revolutionize how money moves, with cost-effective transactions, transparency, and instant settlement, keeping the US dollar dominant.
