What William Ruto said

Written from the verified transcript and checked against it. Every figure links to the moment it was said.

President William Ruto addressed recruits passing out at the National Police College in Kiganjo, marking 16 years since the Constitution of Kenya 2010 was promulgated. He emphasized constitutional policing: security must not come at the expense of liberty, and officers must protect rights while enforcing law. Ruto directly addressed concerns about hired gangs disrupting political events, stating no politician is entitled to a private militia and directing police to act against those financing or inciting violence, not just those holding weapons. He announced the next general elections to be held on August 10, 2027. Ruto detailed welfare reforms: a three-phase police remuneration review is complete (entry-level pay rose from 21,000 to 29,000 Kenyan shillings, a 36% increase), a housing pipeline of 47,000 units (over 2,000 complete, 9,500 under construction), and Taifa Care health cover for over 138,000 police and prison officers. He unveiled a new police uniform, effective next week for general duty officers.

Your Excellency, dear Dr. William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defense Forces, all protocols observed to all those who are here. Let me start by your last point, Excellency. We will talk to our team about the issue of using the space and see how we can do it with the existing budget. It is an honor for the United Nations Office on Drugs and Crime (UNODC) to join you today at National Police College Main Campus in Kiganjo on this important occasion for the National Police Service and the people of Kenya. Today we celebrate two important milestones: the recruits who completed their training and are now entrusted with the solemn responsibility of serving and protecting the people of Kenya, and also the groundbreaking that marks a new chapter in strengthening the institution that will train future generations of police forces. These two moments are inseparable.
Following an assessment in 2022, the Government of Kenya, the National Police Service, and the National Police College Kiganjo resolved to turn recommendations into tangible results.

Your Excellency, it is worth mentioning that this spectacular parade is comprised of trainees who reported to this college on the 24th November 2023. They have undergone a rigorous and intensive 9-month training which tackled three main training domains, namely cognitive, affective, and psychomotor skills. Among the subjects they undertook include legal studies, police procedures, skills at arms, fieldcraft and tactics, countering violent extremism, national security and public safety, traffic management, drill, criminal investigations, human rights and policing, community policing, fitness and recreational training, among others. Your Excellency the President, when these recruits reported to this institution, they had no knowledge about parades. But now, the display right from the first to the last squad is a true indicator that a tremendous change has taken place during the training. It is also a testimony that the recruits joined this college with the sole purpose of learning, and indeed they have acquired necessary competencies and skills that will enable them to discharge their police duties diligently, lawfully, and professionally. Your Excellency, we are confident they are ready to go and serve our beautiful nation with honor and valor during this police career.
