Claudia Sheinbaum opened the press conference discussing Hurricane Polo, which was expected to hit Baja California Sur, with Laura Velázquez detailing its track and impact. The President then addressed labor achievements, including the minimum wage recovery of 154% since 2018 and the upcoming gradual reduction of the workweek to 40 hours by 2030. She discussed the agro-export labor certificate, which will pilot with avocado exports, and committed to protecting workers' rights. She affirmed total freedom of demonstration and addressed questions on the Ayotzinapa report, stating no new information will be presented. On morena's internal process, she emphasized respect for survey results. She also responded to queries about the Mexican position on UN reform, supporting a woman secretary-general, and answered questions on the 40-hour workday implementation, including overtime rules and electronic time tracking.

Good morning. How are you? Good morning to all of you. Monday, September 28, and today we will dedicate it to the Secretariat of Labor and Social Welfare. Please sit down. Before that, we will have a link with Laura Velázquez, who is currently in Baja California Sur, due to Hurricane Polo that is about to enter Baja California Sur this afternoon and then will enter Sonora, to give us all the information and also about another tropical storm that is forming in the Pacific. So let's go to Laura so she can give us the information, and then we'll go with the federal prosecutor for consumer affairs, with Iván Escalante, then with labor, we'll answer your questions, and Mexican humanism. Go ahead, Laura. Good morning.
Laura Velázquez 1:15 ↗
Good morning also, Víctor. Thank you. Thank you, President. Good morning. We are here, I am with Governor Víctor Manuel Castro Cosío, governor of Baja California Sur. We are in Ciudad Constitución, this is in Comondú, in Baja California Sur. I'll give the floor to the governor to inform immediately about this category 3 hurricane called Polo and some recommendations for the population. President, please.
Claudia Sheinbaum 1:46 ↗
Thank you. Go ahead.
Víctor Manuel Castro Cosío 1:47 ↗
Good morning. Good morning, President. I send you a fraternal hug and also I want to express my gratitude because the federal forces have been very ready for several days to support us. We have already been working together in coordination. And I want to thank the Mexican Army, the Mexican Navy, the National Guard, which are the pillars, they are the main support of all the civil protection work here in Baja California Sur, here in Comondú, looking for ways to serve all the population that requires it, and fine-tuning the last details of the shelters, what we are missing, we still have noon to fine-tune any necessary detail here in Comondú, in Loreto, and Mulegé, which is where the strongest part of Hurricane Polo is expected. My gratitude, President, for being here. Laura Velázquez has been attentive since the first day, more than 2 weeks ago we had the first emergency meeting to organize, prevent, and ask all the people of Baja California Sur to continue helping us as they have been doing today. We will put in all the effort. And my gratitude again, President, for your attention, for being attentive for several days through different media and you personally. Thank you very much, President, a hug, and hopefully we will be strong here in Comondú and hopefully this meteor will cause us the least damage possible. We are ready and together the three orders of government. A hug, President.
Claudia Sheinbaum 3:39 ↗
Thank you. Thank you, Governor. Go ahead, Laura.
Laura Velázquez 3:43 ↗
Thank you, President. With your permission, we have updated information from the National Meteorological Service at 6 in the morning, this is central time of Mexico, to report that Hurricane Polo remains a category 3, located 175 km from Cabo San Lázaro, this is to the southwest and also 405 km south of Cabo San Lucas. Baja California Sur presents maximum winds of 185 km/h and remains moving northwest at 19 km/h. This hurricane, President, we inform everyone that it continues its movement towards Baja California Sur, where a first impact is expected this afternoon without being able to determine the time, but it is in the afternoon between 4 or 6 in the afternoon as a category 2 hurricane or very likely as category 3. It has not yet been determined either. This will be in the vicinity of the municipality of Comondú, where we are. We are here in Ciudad Constitución to wait for the impact in Baja California Sur and a second impact during Tuesday on the central coast of Sonora. The winds, rains, and waves will continue to intensify in Baja California Sur and Sonora. President, if you allow me, we want to make a call so that in the localities or communities of the municipality of Comondú, mainly in the north of Comondú, the communities of La Ballena, San Juanico, Las Barrancas, Francisco Villa, La Poza Grande, Guadalupe, Santo Domingo, San Andrés, San José de Comondú, La Laguna, and Ciudad Insurgentes remain attentive to all the recommendations made by civil protection authorities and to remain in their homes or in temporary shelters from today after 14 hours. Likewise, we request that the communities of the south of Mulegé, called CDG, Heroica Mulegé, Punta Chivato, Santa Rosalía, Isla San Marcos, Palo Verde, San Bruno, and San Lucas, as well as those of the municipality of Loreto, which are the communities of San Juan Bautista, San Juan Iquito, San Nicolás, Loreto, and San Javier. It has been determined, President, that from today, from 14 hours, mobility will be restricted mainly in these communities I just mentioned of Comondú, Mulegé, and Loreto. However, we request in the five municipalities, also including La Paz and Los Cabos, to stay informed about the conditions and the movement of this hurricane, because it will impact today between after 4:5 in the afternoon as a category 2 or category 3 hurricane. It is very important to mention to you, President, that yesterday we had a command post meeting led by the governor, and all his cabinet were present, as well as the municipal presidents of the five municipalities of the state of Baja California Sur and the authorities of the Secretariat of National Defense, the Secretariat of the Navy, already with the DN-III plan and the Navy plan, respectively. Likewise, the National Guard, the Secretariat of Infrastructure, Communications and Transportation, the National Water Commission, the Federal Electricity Commission, Pemex, the Secretariat of Health, and the Secretariat of Education.
Claudia Sheinbaum 8:23 ↗
Laura, please, see the recommendations to the population.
Laura Velázquez 8:30 ↗
Of course, yes. Evidently, President, it is not to be on the street. That would be the first and main recommendation, that they stay in their homes and if there is any risk in their homes, they move to temporary shelters. At the end of this meeting, President, we are going to share a QR where all the information about temporary shelters in the state is. At the moment we have 78 people already evacuated preventively and they are in the shelter in Ciudad Constitución. It is very important to identify in each locality what the risks are and, evidently, stay away from trees, away from any billboard, away from any obstacle we might have on the road. The main thing is to stay in their homes, not go out until the hurricane has passed. The shelters are prepared, they are enabled to be occupied in their entirety.
Claudia Sheinbaum 9:42 ↗
Yes, President.
Laura Velázquez 9:47 ↗
I would also like to mention, President, that all access to the beaches has been restricted. There is no access to the beaches and all maritime activity is suspended. The entire coastal zone, bays, rivers, bridges, and roads susceptible to damage are being reviewed by the different authorities so that people do not have access and do not approach these types of areas that could be high risk. Likewise, President, I very attentively request the population to take it very calmly. Very likely for some hours we will have electricity service and internet service interrupted. This will surely be a period until midnight that we have this. CFE is already located in strategic places to start restoring the electricity service immediately. Likewise, CONAGUA and Communications and Transportation and Pemex in case any of the infrastructures are damaged. President, I inform you that we are also prepared because we have another tropical storm. I don't know if you allow me to also inform about Rachel that is...
Claudia Sheinbaum 11:13 ↗
Briefly, please, so that...
Laura Velázquez 11:16 ↗
Yes, just inform you, President, and the entire population that there is tropical storm Rachel, which is 405 km from Acapulco. It is expected, President, that this tropical storm will move parallel to the national territory. Let's hope, in any case, for precise information from the National Meteorological Service.
Claudia Sheinbaum 11:45 ↗
Very well. Well, there is the information and we will be in contact with Civil Protection, the government of the state of Baja California, and to report every day in the morning press conference to be able to publicize the impacts, the forecasts that the population has to take, particularly at this moment in the municipality of Comondú. And is that so, right?
Laura Velázquez 12:15 ↗
That's right, it's correct.
Claudia Sheinbaum 12:16 ↗
Municipality of Comondú.
Laura Velázquez 12:17 ↗
It's correct.
Claudia Sheinbaum 12:18 ↗
And to see the progress all over Baja California Sur, but particularly in the north of the state, especially in Comondú, Ciudad Constitución and the localities they mentioned, and in a few days to see its progress because it would move inland into the state of Sonora. And on the other hand, the monitoring of tropical storm Rachel to be able to give information to the population. Everyone should be attentive to the official information from Civil Protection and from 2 in the afternoon mainly is when greater intensity of rains is expected in the area. Well, thank you very much, Laura. Thank you very much, Víctor.
Laura Velázquez 13:03 ↗
Thank you, President. At your service.
Claudia Sheinbaum 13:05 ↗
A hug.
Iván Escalante 13:15 ↗
Thank you. Good morning. With your permission, President. Who is who in prices for 13 consecutive months? Fina Bien continues to be the remittance company that gives the most pesos for the dollars our compatriots send. This exercise we do with the calculator available for everyone on the Profeco website. We do a simulation of sending $400. Last week in our monitoring we detected that Fina Bien would be giving for these $400, 7,142.21 in deposit to account or transfer mode. We'll put a checkmark on Fina Bien. And in this same mode, the one that gives the least is Ria on Transfer, which would be giving 6,771.39. We'll put an X on it and remember that we have monitoring of around 15 remittance companies on a weekly basis for everyone. Go ahead. In the cash sending mode for the same $400, Pangea Money Transfer would be giving 7,316. We'll put a checkmark. Remember that this figure is given with the combination of the average commission of the remittance company plus the average exchange rate. And in the case of the one that gives the least in cash sending mode, it's Wells Fargo with 6,828.02. We'll put an X on it. We continue now with our follow-up to the national agreement to stabilize fuel prices. In this case of diesel, we have a national average price of 27 pesos, which is the objective. And here we locate those that give fair prices and have a fair profit margin too. 26.89 per liter at this Pemex station in Chalco, State of Mexico. And here the prices for each of the regions and the profit margins that in no case are above 1.52. We'll put a checkmark. There are those that still fly off the handle, to tell the truth, with the prices. Of course, we located this BP station in Tlaxcala, 28.74 with a profit margin of 2.90. And here in each of the regions we'll put an X. We have detected that this particular fuel brand, the one that follows, please. A couple of weeks ago and last week we reported with very high prices these two BP stations in Puebla. We already went to make a visit and we placed banners and warning seals for non-compliance in commercial behavior, since they did not justify charging such high prices. To locate the stations, all of them, we remind you, we have our virtual map so you can locate all the stations and the prices of both regular fuel and diesel. Go ahead, please. Well, and in the follow-up of our basic basket PACIC, we have, remember, it's a basket that has 24 products and the goal is that it costs less than 910. In our monitoring we identified the cheapest of last week, Mega Soriana, La Diana, Acapulco, 739.90. We'll put a checkmark and the most expensive Ley Juventud in Durango, 911.70. We'll put an X on it. We continue with our comparison between cities. State of Mexico, Tultitlán, the municipality of Tultitlán, the cheapest, Bodega Fuentes del Valle, 748.50. We'll put a checkmark. And the most expensive, Mercado Soriana López Portillo, 865.70. Also a checkmark for being below 910. In Puebla, Mega Soriana, Plaza San Pedro, 809.90, the cheapest, checkmark, and Walmart Nueva Antequera, 850.40, also a checkmark. And in the case of Guadalajara, Jalisco, Soriana Super del Bosque, the cheapest, 800.20, checkmark, and the most expensive Walmart Revolución with 908.50. Also a checkmark, it's below 910. Go ahead. Well, here we did an exercise for everyone. It's a very interesting exercise, we're going to publish it on our social networks, which is a heat map of average prices by chain with national coverage of each of the products that make up the PACIC basket, of these 24 products. So you can see, for example, oil, these are average prices. In La Comer we find it at 30.52 cents, but in Walmart we find it at 35.52. The cheapest and the most expensive, we classify by colors, green, yellow, and red. And here you all can decide where to buy, what items. We're going to be publishing this same exercise every month so you can identify the prices of each of the items and make a better decision when purchasing these basic basket products. So, it's a very interesting guide for you to be able to decide with sufficient information where to acquire your products that you consume every day. These are the first 12 products. And the one that follows, we continue at the end with the 24 products of the basic basket. Go ahead. Well, in our consumer magazine of September, we have in the section 'What to do', right? Right to return a product or cancel a service. We have all the information about the reasons why a service can be canceled or a product returned due to factory defects, non-compliance with offensive conditions, abusive clauses. And in the article we explain the steps you must follow to exercise these rights. In our QR is the consumer magazine so you can review this article and all the other content of our September edition. Go ahead. We finish with our Profeco tips of the week. One, in most service stations the liter of diesel is sold for less than 27 pesos. Check the virtual map and locate the one that doesn't fly off the handle with prices. Two, check the heat map of the 24 products that make up the PACIC basket and choose the establishments that have low prices. Three, know the reasons why a purchase or service can be canceled in our consumer magazine. Download it, our social networks, our website, and the consumer phone. Thank you very much, President. Good day.
Claudia Sheinbaum 20:17 ↗
Thank you. Go ahead.
Marath Bolaños 20:24 ↗
Good morning to all. With your permission, President. Today we want to share some of the main results during this second year of government in labor matters. These are results that reflect a labor policy focused on recovering and improving the incomes of working families, expanding the social protection of workers, who, as you well know, were abandoned during the long neoliberal night. Next, please. Labor spring. Allow me to begin with a recent fact that reflects the transformation in the world of work. According to the National Survey of Occupation and Employment, in August of this year, 62.6 million people were part of the economically active population. The employed population reached 60.7 million people, the highest figure for an August and the fourth highest in the series. This means 1.3 million more people than in August 2025. That is, more people participate today in the labor market with a context of recovery of rights and better conditions for workers. Next, please. Labor spring. The transformation of the labor world is not measured only with numbers or job positions. We also have to consider the conditions in which people work and for whom there are greater opportunities. Thus, we see the results of the 2025 intercensal survey of INEGI, which was published a few days ago, showing very important changes in the Mexican labor market, as a result of the transformations driven by this labor spring. One of the most relevant data is the advance of women. Their economic participation stood at 41%, an increase of 2.2 points. It is also important to highlight that today the quality of life of Mexican workers has improved, that is, the percentage of workers who work more than 48 hours decreased from 27.1% to 22.2% in a period of 5 years, that is, from 2020 to 2025. And this happens precisely at a very particular moment because we are building a route to gradually reduce the workday to reach 40 hours per week by 2030, without reducing benefits and without reducing salaries either. Minimum wage. President, we begin with one of the most important changes of this labor spring, the recovery of the minimum wage, which corresponds to commitment 56 of the second floor of the transformation. For decades, in the neoliberal period, the salary lost its purchasing power. Today we have a sustained recovery policy that has allowed the minimum wage to once again have the capacity to improve the living conditions of working families. Since 2018, the minimum wage has had a recovery of 154% in real terms. It went from 88 pesos daily in 2018 to 315 in 2026. This means a monthly income of 9,584. And there is an indicator that I would like to insist a lot on here to know the scope and what this advance means for families. In 2018, the minimum wage was enough to buy approximately 0.8 basic baskets. I reiterate, 0.8 basic baskets. That is, it didn't even reach to buy one basic basket. Today it allows acquiring 1.9 basic baskets, that is, practically two basic baskets, more than double what it was in 2018. Digital platforms. In the next point, we are also addressing a new reality of the labor world. People who work through digital platforms, which corresponds to commitment number 59 of your government, President. In the first two years of your government, this commitment has already been fulfilled to provide social security to digital platform workers. At the end of August, 199,454 people exceeded the established income threshold and already have full access to social security. But even better, we decided not to stay only there, and what we did was that this reform also allowed 1,772,292 people to benefit from protection against work risks, even if they only work, for example, once a week or one hour a day. This means something very simple. The labor transformation is also reaching new jobs and those who for a long time were outside social protection. Workday. President. Another of the great changes of this second year of compliance is the fulfillment, sorry, of commitment number 60, the gradual reduction of the workday. After more than a century with a 48-hour workweek. I reiterate, after more than a century with a 48-hour workweek, Mexico now has a route to advance towards 40 hours by 2030. The reduction will be gradual and next year we will begin with the first reduction of 2 hours. And we are talking about a transformation that will directly benefit more than 13 million workers. The important thing is that this reduction will be carried out without reducing salaries, without reducing benefits, because working fewer hours does not mean working less, it means advancing towards a better balance between work, family life, and personal life. Labor certificate for agro-export. We are also transforming labor conditions in the Mexican countryside with the fulfillment of commitment 63. The labor certificate for agro-export was approved, a tool to strengthen compliance with labor and social security obligations of agro-export chains. With this policy, we seek to benefit around 200,000 field workers, guaranteeing better conditions and access to social security. The pilot program started on September 17 of this year with the registration of avocado exporting companies. Starting October 1, here it is also important to highlight that the certificate will be an indispensable requirement to carry out exports of this product. In the same way, the transformation already has territorial presence and following the instructions of our president and in accompaniment also to the strategy of the labor certificate of agro-export, we have established the Comprehensive Care Center for Workers in San Quintín, bringing labor services and protection directly to those who work in the field, because there cannot be a competitive agro-export if it is not also an agro-export with decent work. Youth Building the Future. Another of the fundamental programs of this labor policy is this program aimed at youth, which fulfills commitment number 19. Here we talk about a policy that opens the door to the labor world for young people who do not study and do not have a job. In its history, the program has already benefited more than 3.6 million young people with an investment of more than 177,000 million pesos. An unprecedented investment in youth. And there is a fact that shows its inclusive dimension. 58% of the beneficiaries are women and 42% are men. But the most important fact is what happens after the participation of young people in this program. According to data from the National Survey of Income and Expenditure of Households, seven out of every 10 graduates have a productive activity, either working or even incorporating into study. This means that we are talking about a policy that seeks not only to support young people during their training in this year that they are given support, but to open the route towards economic autonomy and their incorporation into productive life. And this second year we are deepening this policy, in this new stage, in this second floor of the transformation. 619,000 young people have been served by the Youth Building the Future program. To achieve these results, 44,000 million pesos have been allocated. These are resources that translate directly to the new generations. President, these results have something in common. They are not isolated changes, they are part of a new labor policy. That's why we speak of a spring of labor rights, a stage in which the rights of workers advance, in which also everyone can win in an environment of shared prosperity. We have the compass well set, President. We have tangible results. We are transforming the country. This is how the history that belongs to the people is built. Thank you very much.
Claudia Sheinbaum 30:18 ↗
Thank you. Well, this is the information, the report, and the good news of the labor world. Put the first one again. There are 1.3 million more people with employment from August 2025 to August 2026. Well, now let's go to the questions. Let's see, it's been a while since you asked.
Artur Pavón 31:01 ↗
Thank you, President. I don't get up because of the camera shot. Artur Pavón from Efecto Colateral, United States. This labor certificate that is now being implemented, that is currently in pilot or already...
Claudia Sheinbaum 31:17 ↗
In pilot.
Artur Pavón 31:18 ↗
In pilot. Perfect. This has to do with the trade agreement, right? It's a own definition. Many of the agricultural workers, farm laborers, male or female, do not work 8 hours and are paid for the 8 hours of employment, but rather most are paid by the amount of product they pick or harvest. This form of employment, which is legal, sometimes lends itself to them working more than 8 hours a day and also not having social security, not registering them with the Mexican Social Security Institute. This certificate was an idea of Marath, now I'll give him the floor to explain it in more detail. It has the objective that, for example, in the case of avocado, each box that is exported, the calculation is made of how many jobs should correspond to that box. For example, I don't know, each box two jobs, say. If there are 1000 boxes, then they correspond to so many jobs. Those are the jobs that must be registered with social security. You cannot export if it doesn't come with its labor certificate. In the same way, through SEMARNAT they generate a certificate so that it doesn't cause deforestation, but particularly in this case for avocado, for berries, for red fruits that are exported a lot, particularly in Baja California there is a lot of production. Michoacán, obviously, is the main avocado producer. The pilot is being done and in a few months it will enter into force. You cannot export that box of avocados if it doesn't come with its certificate that they are affiliated with the Mexican Social Security Institute. I don't know if you want to complement, Marath.
Marath Bolaños 33:34 ↗
Yes, as our president synthesized, what we seek with this mechanism, this new tool, is to guarantee that all agro-export products can not only be recognized outside Mexico's borders for their quality, evidently for the fruit, in this case, for example, avocado is an ambassador of Mexico, and what we want is rather that there be a backing of fair working conditions. And this through guaranteeing them through the labor certificate program for agro-export. Basically, as the president synthesized, what we seek is that based on export declarations, a calculation is made of how much labor force should be formally registered with the IMSS so that with that, each of the products being exported can have that backing of decent employment conditions. This is a measure that is within the framework, as I mentioned, of our president's plan for the fulfillment of her government commitments, and what we want is, well, to start evidently with the export part and from there, well, that it also has an effect of dragging towards the rest of agricultural activities. We will start also with avocado, as already mentioned, but it will not be the only product. We are going to open it gradually, then we will continue with berries and so we will also be making the corresponding announcements. We work very hard in dialogue with producers, with agro-exporters. There are always meetings where we exchange information, points of view. It is also part of the labor policy, as our president has instructed us, to have an always open dialogue, and this is what has allowed us to have as a result a certificate that allows us to ensure, at least as we are calculating in this first start, 200,000 workers who eventually have social security coverage that participate in agro-export chains.
Artur Pavón 35:38 ↗
And in this matter of simplifying procedures, how simple is it to do that procedure and who would have to do it?
Marath Bolaños 35:48 ↗
Yes, the agro-export companies have to do it, and we have advanced a lot also in terms of procedures. It is also done through the registration of the e-signature, you can basically already have all the records that are shared through this virtual tool. So, those interested, well, let them know the page, which is velagro.stps.gob.mx. On this page, Velagro, which is the labor verification system for agro-export, they can find all the information and also the requirements to request their registration. As I tell you, it is very simple, it is done through these information requests that we propose, but in good part it is already complemented with the records of the signature too.
Artur Pavón 36:35 ↗
Thank you. And I want to ask you, President, about railway infrastructure, everything that was presented last week. Traditionally, the railway worker is considered on the social scale among the lowest. I mean, we find that the beginning of the railway in Mexico had to do with a very poor society, right? In Valle, well, we know through movies the way they lived there in the Guerrero neighborhood all the workers. In what way is everything that is starting now and what you are going to deliver at the end of your term going to improve the lives of railway workers?
Claudia Sheinbaum 37:28 ↗
Well, the first thing is to guarantee them a good income and, of course, their social security. They are, let's say, three areas where they are hired. One, the area of the Secretariat of National Defense, which is in charge of the Tren Maya. The Tren Maya hires personnel that in turn were trained and have a salary and have all labor conditions. The other is the Interoceanic. There in the Interoceanic, there are workers who were railway workers and who are supporting the Interoceanic, and it's the same, their income and their labor benefits and their social security are guaranteed. And the other is an area of the National Infrastructure Fund that administers the Tren Insurgente and the Tren Felipe Ángeles. And it's the same. There, their hiring with good income and also with social security is guaranteed.

And finally, President, yesterday during your speech you spoke obviously about democracy, sovereignty, social justice. That is for when your term ends. How do you see Mexico in 20 years with what you have achieved, with what President López Obrador has achieved, what you are achieving and leaving as a legacy for our country? How do you see Mexico in 20 years?
Claudia Sheinbaum 39:10 ↗
Well, it's a complex question to answer off the top of my head. Yesterday what I mentioned is that when making history, the people of Mexico in all its transformations have generated social rights, strengthening of sovereignty, of the Republic, of democracy, and of social justice. The one of 1824 in reality does not take up the first demands of independence that have to do with social justice, but essentially Mexico as a Republic divided into three powers and with its states, with its entities. After that come reversions to that Constitution. There is a Constitution in 1836 that makes Mexico centralist again, that is, giving less power to the states. Among other reasons, that is the reason for the independence of Texas and also the near independence of Yucatán, because it changes the original meaning of independence, which always fought for a republic. When Iturbide takes power after the entry of the Trigarante Army and crowns himself emperor, the Congress disappears, well there comes the first betrayal and he has to leave power, Iturbide, and Guadalupe Victoria enters with the first Constitution. Then comes the Constitution of '57, which ends fueros, privileges, mainly of the Church and the army of then, which came a lot from the colony because independence had changed, but in reality in social terms the regime of castes and tributes and property was practically maintained. With the Reform Laws, a civil state is made and fueros and privileges are ended, mainly of the Church, and a country is also determined where there is freedom of religion because since independence it had been determined that the only religion was Catholic. With Juárez, freedoms are given and at the same time the constitution of a civil state. And something very important, all human beings with equality before the law. Then comes the Porfiriato and comes the Mexican Revolution, which contributes the Constitution of 1917, which represents natural resources for the nation, something fundamental, and the great social rights, in addition to no re-election and the strengthening of democracy, among others. But the social rights are the 48-hour workday, the recognition of communal and ejido lands, that is, collective property, and also in a very advanced way social security and other benefits for workers and peasants, in addition to a democratic regime. Lázaro Cárdenas in reality is the one who makes that Constitution a reality with agrarian reform and oil expropriation. Then comes a period of social security, but of a lot of authoritarianism. The entire PRI regime brought a lot of authoritarianism. There weren't really freedoms. And then comes the entire neoliberal period. What does it reverse from the Constitution of '17? That is, the Constitution of '17 is a social pact product of the Mexican Revolution, and neoliberalism pushes back many of the advances of the Constitution of '17. I say that this is part of the formation of the Popular Movement, in addition to the electoral frauds of that period that lead to the Fourth Transformation, that is, impoverishment of the people, inequality, lack of freedoms, repression, and there is no electoral system that guarantees democracy. Because no matter how much they talk now about the democracy of that period, they are not going to erase from history the two electoral frauds and the vote buying of 2012. There was no democracy, not even electoral. So, the Fourth Transformation makes a series of reforms, particularly in this legislative period, with the two-thirds that allow changing the Constitution, and there comes the recognition of the peoples, comes the recovery of oil and electricity for the nation. To 54%, but comes that recovery, the recovery of Pemex and CFE as public companies, all the labor reforms that give workers again social benefits, and the great reform of welfare programs, among others, that generate new social rights. Health recognized again as a right, housing recognized as a right, that is, it recovers the social dimension in the Constitution of the Republic. That is what has been in this period, that's why I call it the constituent period of the Fourth Transformation, this legislative period particularly, and in fact, well, they were already done with the reform that we hope will be approved in the Senate of only one nationality for president and governors. The essential constitutional changes of the Fourth Transformation that modified the Constitution were already made. It is very difficult for that to be reversed because they are social benefits. Very difficult in the short term. Very, very difficult, because it is very difficult for someone to remove the universal pension for older adults, not only because it is in the Constitution and it is difficult for a government to arrive with two-thirds to reverse those reforms, but also because people are happy with those reforms and would be affected if there were a regression, or the labor reforms, or the increase that today is in the Constitution that the minimum wage always has to increase above inflation. The era of the decrease in the purchasing power of the minimum wage is over, and democracy too, because the electoral reform concentrates on two constitutional decrees, no re-election in any popularly elected position and no nepotism, which are the most important reforms. So, what is the objective? That the well-being of the people continues. That democracy be guaranteed, that freedoms be guaranteed, but not freedom as the right or conservatives see it, which is the freedom of the market. That's what they defend. It's not a regime of freedoms because they are not even in favor of the right to demonstration. Nor do they agree with the right to free expression, because if not, when they governed they would have fulfilled it. They don't agree with that, it's only a discourse, but in reality they don't agree. So, the objective is to guarantee the people of Mexico well-being, freedoms, democracy. But democracy not seen as the democracy of an elite, but the representation of the people and social justice, which is the dream of Morelos and Hidalgo. Thank you very much.
Well, let's go to this side. Let's go here to this side and then, let's see the lady in blue who is here in the back.
Carmen Sánchez 48:37 ↗
How are you, President? Good morning. Carmen Sánchez from Azteca Noticias. President, a few moments ago in Hechos AM of TV Azteca, a journalistic investigation was released about the location of Amílcar Olán in Switzerland. This by our colleague Irvin Pineda. Well, this location and also the relationship of this character with various corruption networks. What is your opinion regarding all the allegations made about the involvement of this character in illegal activities that even reach his relationship with Andy López Beltrán and other members of Morena? Do you consider that these allegations against this character merit, since the Attorney General's Office, headed by Ernestina Godoy, well, issue or open an investigation file for this character?
Claudia Sheinbaum 49:33 ↗
Well, first, it's the first time Azteca raises its hand. The policy of Azteca in the morning press conference has changed. Well, any person who has proof of some illegality, the prosecutor's office has to open an investigation file, but not because TV Azteca says it, but because there is evidence that indeed links them to a crime. If the prosecutor's office has sufficient elements for any person, anyone, no matter where they are from, to open an investigation file, let it do so, and if there are sufficient elements in the investigation, request from a judge what corresponds. But it's not a statement from a media outlet, it's really evidence that makes a prosecutor's office, any one, state or federal, open an investigation file.
Carmen Sánchez 50:38 ↗
Would you then make the call to the prosecutor's office?
Claudia Sheinbaum 50:40 ↗
No, that the prosecutor's office act as it should always act.
Carmen Sánchez 50:45 ↗
Thank you, President. Good day.
Claudia Sheinbaum 50:47 ↗
Thank you. Let's go to this side. Go ahead.
Reporter 50:54 ↗
Thank you, President. There are several questions. Well, the topic would be the hurricane. There have already been eight deaths associated with the hurricane. It's not exactly the impact, but the rains. In Durango, Jalisco, and Nayarit, they have caused the death of eight people. What can be done so that people take it seriously, President? Alerts, we once talked about the tsunami, but I don't know if it's also necessary to reinforce alerts for storms as strong as this one and that not only people living on the coast be careful, but also people living near river floods, which is a topic you have talked about a lot, who live in risk areas, and also tourists who enter the beach. What can be done, President, to avoid?
Claudia Sheinbaum 51:46 ↗
Well, first we have to verify this data you give of eight deaths due to the rains. Let's see if Laura can't...
Reporter 51:55 ↗
Three in Durango, four in Jalisco.
Claudia Sheinbaum 51:58 ↗
Yes, but it would be good if there were official information about these cases, please. And the alert is done through Civil Protection. How does the National Coordination of Civil Protection work? Command posts are installed in the entities of the Republic. The entities of the Republic have the first responsibility before their population with the support always of the federal forces. The DN-III plan and the Navy plan are among the few actions carried out by the armed forces, as is the National Guard that joins the DN-III plan, which do not require an orientation or a superior order. They have to act preventively and at the moment.
Subsequently. And that's how they do it in all cases. The alerts are given mainly on the coasts, when there is an increase in rainfall in certain areas, civil protection of the states alerts their states and the federal forces are always present. We hope that by October the cell phone alert will also be in place for storms, which the Digital Transformation Agency has been working on with Civil Protection, that is, the same sound that comes for earthquakes can come with a message on all cell phones, regardless of what type of cell phone contract or company they belong to. So we hope that in October the cell phone alert will come, which will strengthen prevention against any natural phenomenon.
Reporter 53:53 ↗
The hurricane is about to hit this afternoon, it will cross the peninsula or hit Sonora. You visited the area affected by the rains in Veracruz, Puebla, Hidalgo. On this occasion, if there is any severe damage, would you also go to support or coordinate the work in these states?
Claudia Sheinbaum 54:15 ↗
And it is necessary, yes, we are always going to wait to see what the impact is. That's why the announcement that people should take shelter in their homes and if there is any problem due to the type of housing they have, they should go to the shelters so that we do not lament any loss of human life. And now with this storm that is forming and that will eventually become a hurricane, the prevention systems will be reinforced even more. The most important prevention system.
Laura, if you remember, here in the morning we talked about what is happening this year, which is the El Niño phenomenon, where from now until winter, mainly rains are expected in the Pacific, and possible hurricanes, cyclones. And next year, droughts are expected near spring. So for both problems we have been preparing. Laura was two months ago in all the Pacific coast states informing, calling the civil protection areas of the municipalities and states so that they would set up their command posts, informing the probability of what was going to happen. And now with this hurricane she was in Guerrero, she was in Michoacán, now she is in Baja California to guarantee that all preventive measures are being taken.
Reporter 55:54 ↗
Thank you. On another topic, President, there were also murders of young people in Morelos, students of the Autonomous University of the State of Morelos. What is happening in Morelos with the violence, President? Is it planned to reinforce surveillance by the federal forces in some way?
Claudia Sheinbaum 56:15 ↗
Yes, there is reinforcement in different areas of Morelos, particularly at this moment in Cuautla. I asked the Secretary of the Interior today to get in touch with the governor, with the rector of the university, because of the very regrettable and sad case of the students who have lost their lives, because there are already several. So that we get in touch with the rector of the university and also with the students, to see exactly what is happening and how greater prevention actions can be taken with the students of the Autonomous University of the State of Morelos. So at this moment Rosicela is dealing with this issue and also working, I asked Omar, particularly for the city of Cuernavaca, where also these are common law crimes, mainly those occurring in Cuernavaca. Homicides have dropped a lot, but robberies and other issues have some increase. So we are going to be in contact and coordinating with the governor to see what she needs our support for.
Reporter 57:32 ↗
And finally, the topic of Juchitán, Oaxaca. I understand that the state government decreed the disappearance of the municipal government. What is being done by the federal government to guarantee governability in that entity and that what appears to be a link between authorities and organized crime does not return?
Claudia Sheinbaum 57:52 ↗
Well, several things were done. The first was to reinforce Juchitán with the National Guard. And I also asked the Secretary of the Interior that we be very attentive and in contact with Juchitán, with citizens, to see who could cover the municipal president or who could come in to be substitute municipal president given the state government's decision to dissolve the powers. There was a consultation with various citizens of Juchitán. The one who remains is the fire chief of Juchitán at this moment as substitute municipal president. He does not belong to any political party, he is a citizen who was very recognized a few months ago for a problem that there was, well, precisely with the state government, where he defended the firefighters and the work they had been doing. He is a very recognized person in the municipality. So a consultation was made together with the state government to see who could be, and at various moments the name of the municipal president emerged, let me remember his name, Belmont, please, and he is the one who is taking the coordination at this moment and his first words were of unity for the municipality of Juchitán and calling on all the economic sectors, the citizens to strengthen the activities in the municipality of Juchitán. And regarding this, we will be in coordination and communication both with the state government and particularly with the current substitute municipal president.
Reporter 59:47 ↗
You mentioned the deployment of the National Guard. Will there also be actions to prevent extortion from continuing?
Claudia Sheinbaum 59:53 ↗
Work is being done with the current municipal president and the strengthening that needs to be done with the municipal police forces.
Reporter 1:00:06 ↗
Thank you very much, President.
Claudia Sheinbaum 1:00:07 ↗
Yes, his name is Francisco Vázquez. Yes. Well, let's see, who else? Let's see, the colleague here.
Alejandro Alemán 1:00:21 ↗
Thank you, President. Good morning. Alejandro Alemán from Diario Plaza Juárez and Enlace Mexamérica. My first question is in relation to giving continuity to the topic of agricultural workers. We know that they do not recognize borders, they go collecting, working in the fields throughout the Mexican countryside and they also arrive in the United States. In fact, the United States issues around 500,000 visas to request workers. So in that case, what protection can be given to them? Because on one hand there is the agro-export certificate, which can help them have better working conditions, but once they enter US territory they no longer have protection. The consulates do not have the capacity to support them and moreover, here on national territory there are a series of practices where somehow organizations are formed that extort them or pressure them through the retention of their documents to get money out of them. There are also a series of situations that happen with migrant agricultural workers.
