With your permission, Madam President. Good morning to all. Today, as the President already said, we will present the crime incidence report with consolidated figures as of August 31, 2026, with information from the 32 state prosecutors' offices of the country, within the framework of the second government report of our President, Dr. Claudia Sheinbaum. In this first chart, we can see the trend in the daily average of intentional homicides, smoothed monthly, over these two years of administration. In this case, we report a 53% decrease between September 2024, when 86.9 intentional homicides were recorded daily on average, and the month that just concluded, which closed with an average of 40.8 homicides per day, making this August 2026 the lowest month of the analyzed months. This decrease is equivalent to 46 fewer intentional homicides per day, going from 86.9 homicides in September 2024 to 40.8 in August 2026. Now, in this chart, we observe the evolution of the daily average of homicides recorded at the national level. The next one, please. As shown in the chart, this is only August since 2015. As shown in the chart, August 2026 closed, as we already said, with an average of 40.8 intentional homicides per day, being the lowest August in the entire historical series, that is, of the last 12 years. The next slide now presents the intentional homicide rate per 100,000 inhabitants annually at the national level over the last four six-year terms from 2006 to this 2026. As can be seen very clearly in this slide, from 2006 to 2012, during the government of Felipe Calderón, intentional homicides increased by 127%, going from a rate of 9.77 homicides per 100,000 inhabitants in 2006 to a rate of 22 homicides per 100,000 inhabitants at the end of his term. Subsequently, from 2012 to 2018, during the administration of Enrique Peña Nieto, this upward trend continued with an additional 32% increase, reaching the historical maximum rate of 29.1 homicides per 100,000 inhabitants during the year 2018. From 2018 to 2024, during the government of President Andrés Manuel López Obrador, this trend was contained and reversed with a 13% decrease in the homicide rate. And during the current administration, a decrease has also been achieved in this rate per 100,000 inhabitants of 49%, going from having 25.4 homicides per 100,000 inhabitants in 2024 to 12.9 in this 2026, of course with the preliminary annualized data. Now, the next slide shows the breakdown of homicides by federal entity recorded in the period from January to August 2026, that is, what has elapsed this year. In this period, seven federal entities concentrated practically half of all homicides in the country, 49.3%. In first place is Guanajuato, which represents 8.5% of the total homicides at the national level. In second place is Baja California, which represents 8.4% of the total. In third place, Chihuahua with 8%. Then in fourth place is Sinaloa with 7.5% of the national total. In fifth place, State of Mexico with 6.1%. In sixth place, Guerrero with 5%. And in seventh place, Morelos with 5.3%. The actions implemented as part of the National Public Security Strategy have allowed the reduction of intentional homicide in practically the entire country. If we compare the first eight months of 2025 against the same period of 2026, 30 entities show a decrease in their daily average of intentional homicides. Six entities stand out: San Luis Potosí with a reduction of almost 80%, Nayarit with a reduction of 65.3%, Quintana Roo with almost 60%, Baja California Sur with -53.8%, Zacatecas with -51.3%, and Nuevo León with -51.1%. These results reflect the impact of the permanent coordination of the security cabinet with local governments as well. In addition to the reduction in intentional homicides, the National Public Security Strategy has also yielded results in the set of high-impact crimes. This chart presents the information broken down monthly for high-impact crimes from September 2024 to August 2026, also in these two years of administration. The trend observed is visibly downward. If we compare the beginning of the administration, 636.6 high-impact crimes were recorded on average daily in the country, and in this August 2026, 391 high-impact crimes were recorded daily. This is a 39% reduction, highlighting that August 2026 is also the lowest of the entire analyzed series. And in this chart, we now show in particular the crime of vehicle robbery with violence at the national level, also from September 2024 to August 2026. If we compare these periods, we see a 54% decrease, going from 149.1 vehicle robberies daily at the beginning of the administration against 69.4 recorded during this last month of August. It is important to note that this month of August has also been the month with the lowest daily average since the beginning of the administration. Finally, in this slide we present the comparison of the daily average of high-impact crimes across the country, contrasting the first 8 months of 2025 against the first 8 months of this 2026. We see in this case that femicide decreased by 5.2%. Intentional injuries from firearm shootings decreased by 11.2%. Kidnapping was reduced by 26.3%. Extortion decreased by 2.8%, and the total of robberies with violence by 16.3%. That is all on my part regarding the national crime incidence report with the consolidated data for August. In a few days, this information will be available for your full consultation on the website of the Executive Secretariat of the National Public Security System. Thank you very much.

With your permission, Madam President. Good morning to all. When rendering accounts to the people of Mexico, President Claudia Sheinbaum made clear that our country generates well-being for all, combats inequalities, and prevents violence from taking away young people's present and future. Through Axis One of the National Public Security Strategy, which is addressing the causes, we participate in diverse actions that benefit the population and especially youth. That is why we carry out house-to-house visits to directly identify the realities that young people live, and we articulate institutional responses in line with their needs, their environment, and their aspirations. Through the peace fairs, we build a bridge between institutions and the community to help the population with procedures and services so that those who still do not have identity documents have them, whether it is their CURP, their birth certificate, or whatever they may lack. With the tianguis of well-being, last week we reached the localities of San Jerónimo Palatla, Nuevo Amanecer, Jicotlán, and Tula in the municipality of Chilapa, in the low mountains of Guerrero. There are now 35 municipalities and 830 localities benefited with the free delivery of more than 3.5 million items of new essential goods confiscated at customs, benefiting nearly 446,000 people through the tianguis of well-being. We continue with the Cal Desarme Cal program, and we also thank the population because from October 1, 2024 to date, 13,157 firearms have been exchanged for cash in a completely anonymous manner. Likewise, the CANE, the exchange of war toys for educational toys, recognizes the energy and enthusiasm of young people who every day add new voices, ideas, and wills to build peace. Security is the fruit of justice. That is why, with the strategy Young People Transforming Mexico, we promote the talent and dreams of our youth. Across the country, high schools are being built, expanded, and transformed because the place of our young people is in the classrooms, with a goal of 400,000 young people who will occupy these new spaces. The works of the first 60 Mexico Imparable centers are already underway. They are free spaces where sport, culture, and mental health of youth will be promoted. In 34 of them, massive informational assemblies have been held with the participation of more than 19,000 attendees to disseminate the various activities that will be offered. Adela Elizabeth in Sinaloa, Ángel Gabriel in Michoacán, Berta Mapola in Guerrero represent the new stories of Young People Unite the Neighborhood, a program that we are expanding in priority municipalities so that more young people find in the community, education, sport, and culture new paths to transform their lives. With Young People Building the Future, there are now more than 416,000 young people who are beginning to join the labor world through training processes, practical training, and the development of technical and professional skills. We also continue to invite girls, boys, adolescents, and young people to register for free in the Boxing for Peace program. There are now more than 31,000 enrolled students who enjoy this emblematic sport in our country. The Mexican Youth Institute carries out tequios, murals, cultural and sports activities throughout the country. In addition, today 1,837 youth committees for transformation have been formed. We invite the entire population to register for the National Day of Youth for the Homeland and Transformation, which will take place on September 23. The Ministry of Culture continues the National Circuit of Festivals for Peace in different states of the country. This Sunday, the National Auditorium will be dressed in gala for the grand final of the Mexico Canta contest. You can still register to obtain your free tickets. We also ask you to be attentive in Baja California, Mexico City, Colima, Michoacán, Oaxaca, Querétaro, and Yucatán for the upcoming dates, as there will be live arts, music, and dance through CONADE and in coordination with the Mexican Basketball Association, the Mexican Basketball League, and the Professional Basketball League of Mexico. You are invited to participate on September 27 in the national basketball class, put on your sneakers and shoot. Our recognition to all the public servants of the 53 institutions that participate every day in addressing the causes with commitment, solidarity, and humanism. To date, in these two years, 8.66 million people have been served with services and procedures provided throughout the country. Attention stops being a promise and becomes results that reach communities directly, especially our youth. And as our President has pointed out, young people should not ask as an opportunity that which belongs to them as a right. Your responsibility is to provide for them, to open paths for them so that they live with freedom, find their vocation, and be happy. Thank you very much.

The government of Mexico focuses on meeting the needs of citizens [music] by bringing procedures, services, and well-being programs closer through peace fairs. And to prevent young people from being co-opted [music] by crime, the Young People Transforming Mexico strategy was established, where we provide [music] life alternatives and possibilities to stay on the side of peace with education, health, and sport. We carry out [music] Young People Unite the Neighborhood and Young People Building the Future, the national high school strategy so that no young person is left out, as well as Mexico Imparable sports centers [music]. We promote physical and recreational activity [music] through Boxing for Peace and the National Circuit of Festivals [music] for Peace. And we seek not only [music] to provide education, employment, and everything related to a young person's life, culture, access to concerts, but also another identity, an identity related to love, friendship, [music] solidarity, and healthy fun. So that is the vision, addressing the causes. [music] The strategy is complemented by Yes to Disarmament, Yes to Peace, so that citizens in church atriums [music] carry out the voluntary and anonymous exchange of firearms for an economic incentive and the exchange of war toys [music] for educational ones. The tianguis of well-being was brought to communities in the low mountains of Guerrero, where new items were delivered [music] free of charge to the population that needs them most [music]. Walking alongside people allows us to build [music] territories of peace.

Good morning. With your permission, Madam President. Today we will report on the progress of the National Security Strategy and the results of the coordinated work of the institutions that make up the security cabinet: the Ministry of National Defense, the Ministry of the Navy, the Ministry of Security and Citizen Protection, the Attorney General's Office, the Ministry of the Interior, the National Intelligence Center, the National Guard, together with the authorities of the federal entities, a few days before the two-year mark of the government. As Marcela Figueroa just reported, the daily average of intentional homicides was reduced by 53% between September 2024 and August 2026, which means that today 46 fewer homicides are committed every day in our country. This does not mean that the task is finished. There are regions that require permanent attention and crimes that we face every day, which obliges us to maintain efforts and continue working, delivering results to citizens. The results we present today are the consequence of institutions that share information and capabilities, of daily and permanent work to protect the population, and of a strategy based on four axes driven by President Claudia Sheinbaum. And this strategy is materialized every day by thousands of women and men who risk their lives every day for their country to serve Mexicans: military, sailors, investigators, state police, federal agents, as well as some municipal police. The first axis is addressing the causes to expand access to rights and reduce the factors that favor violence, with special emphasis on young people, coordinated by the Ministry of the Interior, as Secretary Rosa Ila already reported. The second is the consolidation of the National Guard within the Ministry of National Defense to strengthen its discipline, professionalization, deployment, and operational capacity throughout the territory. Under the administration of President Claudia Sheinbaum, the force structure of the National Guard has increased significantly, but also its professionalization, as well as its results. The third is the strengthening of intelligence and investigation. Civil, military, naval, and financial capabilities have been integrated to identify criminal structures, anticipate their movements, build solid investigations with the Attorney General's Office or with local prosecutors, and translate information into actionable products for the benefit of society. The fourth axis is coordination. While coordination with the federal entities has become increasingly close, since 90% of crimes correspond to common jurisdiction. Therefore, collaboration with governors, prosecutors, and state police is indispensable to address the specific problems in each region. But also the coordination among the institutions of the security cabinet under the leadership of President Claudia Sheinbaum: the Ministry of National Defense, the Ministry of the Navy, the Attorney General's Office, the Ministry of Security and Citizen Protection. Every day we work more together, carrying out operations every day in the national territory. There is an element that distinguishes this strategy. Security is conducted every day by the President of Mexico herself. Every morning, President Claudia Sheinbaum leads the security cabinet meeting. At this table, crime incidence is reviewed, operations and investigations are analyzed, and decisions are made to address the regions and crimes that require the most attention. This daily leadership allows information to circulate more quickly, institutions to act as a single team, and each decision to be followed up until it becomes an operational action, a judicialized investigation, or operational deployments to prevent crimes, as a consequence that they have a result for the benefit of the region, city, or municipality being addressed. From October 1, 2024 to August 31, 2026, more than 67,200 people have been arrested for high-impact crimes. These are people who can no longer continue generating violence or harming the population. In this period, operations against the main leaders, regional or financial operators, main targets of different criminal cells stand out, among them the main generators of harm to our country through homicides, extortion, kidnappings, and intimidation through violence. As an example, the operation developed and carried out by the Mexican Army through the Ministry of National Defense: Nemesio N, alias El Mencho; Rubén N, alias El R1, arrested by Special Forces of the Mexican Army and investigators of the Ministry of Security and Citizen Protection; Hugo N, alias El Tuli. In another operation carried out by the Ministry of the Navy: Audías N, alias El Jardinero; César Alejandro N, alias El Hüero Conta; Ramón N, alias R1; Jesús N, alias El Chuy; Alfonso N, main extortionist in Michoacán, nicknamed Quiringas; Óscar N; Francisco N, Gordo Frank, another extortionist in Michoacán; César Alejandro N, nicknamed El Botox. And recently, by the Mexican Army, Luis Enrique Barragán, alias El R5, was killed. Also, the government of Mexico, in collaboration with the United States, handed over 92 of the most dangerous criminals in our country. These actions reflect the change in our way of operating. The goal is not only to arrest a leader, but to affect in an integral way the financial, logistical, production, and violence structures that sustain criminal organizations. Also in the fight against corruption and institutional protection networks, the Enjambre operation, initiated in the State of Mexico and later extended to the national territory, has allowed the arrest of 111 public officials linked to criminal activities. Among them are municipal presidents from several states. The President's instruction is zero tolerance for corruption and zero impunity, regardless of a person's position or political affiliation. In this period, 34,353 firearms have also been seized. 80% come from the United States, and what is relevant is that 61% of these seized firearms are long guns, and a significant proportion was located in Sinaloa, Sonora, and Baja California. Each seized firearm reduces the firepower of criminal groups and decreases the risk of them being used in attacks against the population and against authorities. The Ministry of the Navy has also significantly strengthened maritime surveillance and supervision operations. Since the beginning of the President's administration, 88 tons of cocaine have been seized in maritime operations. Among these actions stands out the largest maritime seizure in the history of the Mexican Navy: more than 8 tons of drugs off the coast of Michoacán. On land, 534 tons of drugs have been seized, mostly by the Ministry of National Defense, plus 2 tons and 9.5 million fentanyl pills. These operations interrupt supply networks, affect the finances of criminal organizations, and prevent large shipments from reaching the streets as doses of drugs. Another priority component is the fight against methamphetamine production. In almost 2 years, the Mexican Army and the Ministry of the Navy have disabled 2,700 clandestine laboratories and concentration areas for methamphetamine production in 24 states of the Republic. In these actions, more than 3 million liters and 900 tons of chemical substances were seized. Each disabled complex destroys production infrastructure, interrupts supply chains, and makes it difficult for criminal organizations to reestablish their operations in the same location. On behalf of the security cabinet, I will point out the most relevant operations carried out in the last three weeks. As part of the Enjambre operation and the policy of zero impunity instructed by the President, elements of the National Guard, the Attorney General's Office, and the Ministry of Security and Citizen Protection, with information from the National Intelligence Center and in absolute coordination with the state authorities of Puebla, simultaneously executed 23 search warrants in the municipality of La Esperanza, Puebla. As a result, 10 people linked to a criminal structure dedicated to cargo transport robbery, vehicle robbery on highways, assaults, extortion, kidnapping, and other high-impact crimes that occurred on these federal highways were arrested. Among them are Isaac N, municipal president of Esperanza; Abigail N, former director of Municipal Public Security; and Manuel N, brother of the mayor. During the searches, more than 40 long and short firearms were seized, including two Barrett rifles, 52 magazines, tactical clothing, 11 vehicles, four of them armored and one with artisanal armor, drones, and signal jammers that were used in highway robberies. The investigations initiated by the National Guard and the Ministry of Security and Citizen Protection allowed the identification of properties and mechanisms used by the organization known as Los Zúñiga to facilitate their criminal activities. Its main leader, Genaro N, was arrested in recent days, exactly on August 15 in Cuitláu, Veracruz, along with two other people. This structure operated in one of the stretches with the highest crime incidence on Federal Highway 150-D, where it is linked to vehicle and merchandise theft, deprivation of liberty, and acts of violence that for years affected transporters, operators, and users. This action adds to the arrest of Saidene, municipal president of Tepellahualco, linked to express kidnapping and vehicle robbery with violence. The two arrested municipal presidents have active arrest warrants. These arrests represent a blow to the operational capacity and possible protection networks of these organizations. The investigations continue to arrest all their members and contribute to reducing highway robbery, protecting transporters, and strengthening security conditions in the Mexico City, Puebla, Veracruz corridor. In Culiacán, Sinaloa, in an operation led by the Ministry of the Navy and the Attorney General's Office, a clandestine complex of 5,700 m² was disabled. It is the second largest methamphetamine laboratory located in this administration. The first was carried out by the Ministry of National Defense. In this one, carried out by the Ministry of the Navy, more than 16 tons of methamphetamine were seized, as well as 10 tons of chemical substances. In Guerrero, the Ministry of National Defense, the National Guard, and the Ministry of Security and Citizen Protection located and disabled three clandestine laboratories for methamphetamine production. More than 7 tons and approximately 25,800 liters of substances and chemical precursors were seized, in addition to reactors, condensators, distillers, industrial containers, and gas tanks. In Mexicali, Baja California, during the search of a property carried out by the Criminal Investigation Agency and personnel of the Ministry of Security and Citizen Protection, 120 kg of fentanyl pills were seized, equivalent to 4 million fentanyl pills. In Chiapas, eight people linked to criminal groups were arrested. Among them is Cristian N, linked to cocaine trafficking and the generation of violence in Guatemala and Mexico, and Roberto N, who has an arrest warrant. Members of this criminal cell linked to homicides and violent acts in the region were also arrested. Firearms, drugs, and vehicles were seized in these actions. In Pachuca, Hidalgo, an arrest warrant was executed against Jorge Luis N, leader of the criminal group Pueblos Unidos, linked to the armed attack that occurred at an establishment in Villahermosa, Tabasco. In various municipalities of Jalisco and Michoacán, 36 searches were carried out in actions led by the Ministry of National Defense and the searches obtained by the Attorney General's Office. 32 people linked to the Guerreros, the armed arm of a Jalisco New Generation Cartel cell, were arrested. Weapons, drugs, 113 vehicles, communication equipment, and various exotic animals were seized. In Uruapa, Michoacán, Cristian N, a Jalisco Cartel cell linked to extortion of avocado producers and bar owners, was arrested. In Tocumbo, Michoacán, army elements and personnel aboard a Ministry of the Navy aircraft were attacked with firearm shots by members of the Reyes Cartel. In repelling the attack, two aggressors lost their lives, among them Luis Enrique N, alias El Wicho or R5, leader of this cell and successor of Alfonso N, alias Quiringas, arrested on August 1. Long weapons, magazines, and several vehicles were seized. In Sabinas Hidalgo, Nuevo León, three people transporting 195 long weapons, 15 short weapons, 93 magazines, two vehicles, and two semi-trailers were arrested by elements of the Ministry of Security and Citizen Protection. This seizure is the largest of its kind in firearms in the current administration. With this, more than 200 firearms were prevented from reaching criminal groups and being used to commit homicides or other crimes that generate violence in the country. In Puebla, through investigation work by the Criminal Investigation Agency and the Ministry of National Defense, in coordination with state authorities, two men were arrested, one of them linked to the homicide of a content creator that occurred in Culiacán on August 4. They are also linked to an attack against personnel of the Ministry of Security and Citizen Protection, where three firearms, drugs, a vehicle, and various objects related to the investigation were seized. In this arrest, one of the criminals lost his life. In Mazatlán, Sinaloa, José Francisco N, identified as an operator and killer of a faction of the Pacific Cartel, who controlled the operation of slot machines and drug sales, was arrested. Since the beginning of this administration, President Claudia Sheinbaum established the fight against extortion as a priority of her government. It is a crime that directly affects the assets, tranquility, and work of families, particularly merchants, transporters, producers, and service providers. By instruction of the President, on July 6, 2025, we launched the National Strategy against Extortion so that the State acts in a coordinated manner, protects victims, and concentrates its capabilities on identifying and arresting those who commit this crime. In addition, the President promoted the new legal framework on extortion that homologated the criminal offense throughout the country and established that this crime must be investigated and prosecuted ex officio. With this, the responsibility of initiating and sustaining the investigation no longer falls solely on the victim, but on the institutions of the State. This strategy is developed through five axes of action: generating arrests through intelligence and investigation work; promoting the creation and strengthening of local anti-extortion units, since they are normally the first contact with the victim; applying specialized protocols for victim care and protection; training 089 operators in crisis management and negotiation; and implementing a national prevention campaign. To these axes is added the Financial Intelligence Unit to cancel accounts used to receive payments, the banks, sorry. Actions are added to cancel telephone lines linked to extortion. Carry out interventions in penitentiary centers with the National Guard and the federal penitentiary system, and deploy specialized teams in the entities with the highest incidence. The number 089 allows receiving anonymous reports and providing immediate guidance. When it is a telephone extortion, the support of trained operators can prevent the crime from being consummated. When the extortion has already occurred, the information is turned over to the prosecutors' offices to initiate the corresponding investigations. As a result of the coordinated work from August 6, 2025 to August 31, 2026, 2,000 people have been arrested for extortion in 29 states of the Republic in coordination with these 29 federal entities. These 2,000 arrests represent people who can no longer continue threatening merchants, charging fees to transporters, intimidating producers, or affecting the livelihood of thousands of working families. Finally, I want to mention an operation carried out in Veracruz, where unfortunately two colleagues from this Ministry of Security and Citizen Protection lost their lives in the line of duty. They were carrying out investigation work to identify and dismantle criminal cells dedicated to kidnapping, extortion, and to locate two people who had been deprived of their liberty moments before the operation. During this mission, they were cowardly attacked and a colleague was wounded. After the attack, the institutions of the security cabinet immediately arrived in support: the Ministry of National Defense, the Ministry of the Navy, together with the authorities of Veracruz and Oaxaca, and deployed a

Operative to locate and detain those responsible. As part of these actions, vehicles related to the attack were located, along with several pieces of evidence collected by the Attorney General's Office of the Republic. As a result of the operation and interinstitutional coordination, in which all the institutions of the security cabinet participated, the persons deprived of their liberty were located and rescued and were able to return safe and sound with their families. To the families and loved ones of our colleagues, we reiterate that they have and will always have the support of the government of Mexico.
The death of our colleagues will not go unpunished. The investigations and operational actions continue in order to find all those responsible. The results we present today belong to the women and men of the Ministry of National Defense, the Ministry of the Navy, the National Guard, the Attorney General's Office of the Republic, the National Intelligence Center, the Ministry of Security and Citizen Protection, the Financial Intelligence Unit, as well as the prosecutors' offices and police forces of the federal entities.
The instruction of President Claudia Sheinbaum is to continue materializing with greater determination the four pillars of the national security strategy and to work every day for our country without self-congratulation. The progress achieved must not be interpreted as a completed task nor give rise to triumphalism. On the contrary, they must be a call to redouble efforts to continue reducing crime rates until these results are clearly reflected in daily life and society perceives them as greater security.
President Claudia Sheinbaum's national security strategy is a strategy by and for the people, especially for those who live in greater vulnerability. Violence and insecurity do not affect everyone equally. Those who have the least are also those who have the fewest possibilities of protecting themselves. Our difference is clear. It is not about responding to violence with more violence, nor about reducing the state's success to confrontations, tensions, or isolated figures. It is about regaining control of the territories, fighting impunity, investigating with intelligence, and strengthening security institutions so that they fulfill their responsibility. It is about addressing the causes that fuel violence and protecting with priority and without exceptions those who need the Mexican state the most. Thank you very much.
Let's go to a video.
Our country has a strong and solidarity-based people who work every day for the well-being of their families and communities. Ensuring their peace of mind is a permanent responsibility of the government of Mexico. For this reason, the National Public Security Strategy is being promoted, based on four pillars that coordinate actions to address the causes of violence, strengthen institutions, and act firmly against those who threaten people's security.
The results of the effort of the three levels of government are beginning to be reflected in daily life. Between September 2024 and August 2026, intentional homicides decreased by 53% nationwide, equivalent to 46 fewer homicides per day, making August of this year the month of August with the fewest homicides since 2015. From October 2024 to August 2026, 67,253 people were detained.
34,353 firearms and more than 534 tons of drugs were seized, as well as the dismantling of 2,771 clandestine laboratories for the production of methamphetamines. With each successful operation and each drug seizure, the capacity of criminal groups is reduced and progress is made in restoring the peace and security of Mexican families.
All these results are beginning to be reflected in citizens' perception. In municipalities such as Naucalpan, State of Mexico, from March to June 2026, insecurity perception indicators have shown a favorable decrease of 12.1%. Behind these figures there is a fundamental element: the experience of those who live in these municipalities and are beginning to perceive positive changes in their daily environment. Yes, I still think there are some details to improve, but yes, I feel that it is much better. I didn't like living here, I was terrified to go out on the streets, but yes, over time it has changed.
This security also generates favorable conditions for the progress of other regions of the country and contributes to more people knowing and enjoying Mexico. In the southeast, for example, the Maya Train is consolidating as a strategic development hub by improving connectivity, strengthening the regional economy, and expanding tourism mobility alternatives, linking destinations, communities, and a valuable cultural heritage. From January to June 2026, the train transported 56,763 international passengers, 37.7% more than the figure recorded in the same period of the previous year, which reflects greater interest from foreign visitors and contributes to boosting tourism activity, the local economy, and the development of our country.
This boost to tourism also extends to ports through the national port system, which strengthens conditions for commerce and tourism activity in coastal regions. In the first half of 2026, 6.6 million cruise passengers were received, 15.2% more than in the same period of the previous year, with an economic impact of 574.9 million dollars, contributing to increasing Mexico's economy.
Because security is not only measured in figures, it is reflected in families living with greater peace of mind and in the development of communities, because Mexico is built by all of us.
Well, let's go to the questions. A 53% reduction in intentional homicides in practically two years. Well, now let's see the colleague who hasn't.
Paulpe Pellón 49:33 ↗
Thank you, President. Good morning, Paulpe Pellón from Lo Que Los Medios No Dicen. Precisely starting with this comment you just made about the 53% reduction in intentional homicides and more than 67,000 high-impact people detained, I want to make the comment that it seems that the media and the opposition in Mexico do not take this reduction into account, they don't care or they don't believe the numbers shown in your presentation. In fact, they have always doubted that reduction, and I believe it is something very important that should be highlighted.
I would like to know how intentional homicides and crime levels in Mexico were measured before, and how they are measured now. Because if the mass media and the opposition in Mexico do not believe the current measurements, then how can we believe that the numbers from Felipe Calderón or Enrique Peña Nieto are real and not actually double or triple higher than what we are currently seeing?
Claudia Sheinbaum 50:34 ↗
Well, the executive secretary of public security has been there since 1997. 1997. How are intentional homicides measured? It is the information that comes from the state attorneys general's offices, from the different entities of the Republic, and from the Attorney General's Office of the Republic. When a person dies violently, it is an intentional homicide, it is a classification in the Penal Code. It is the same classification in all the entities of the Republic and at the federal level.
Every day the prosecutors' offices report to the secretariat coordinated by Marcela Figueroa the intentional homicides. Every day, every week they are updated because many times what is reported in a day is not all the homicides that occurred. So, at the end of the week an update is made, and at the end of the month we wait about 10 days, or in this case a little less, depending on the month, but at least a week for the prosecutors' offices to update their information.
Once they update it, the homicides are published on the secretariat's portal. Daily the homicides are published. For example, yesterday was one of the days with the fewest intentional homicides in a long time, there were 25. The day with the fewest homicides in our administration was 20 homicides. Yesterday there were 25. So every day the homicides are reported and the information is closed about a week after the month ends, when the prosecutors' offices adjust, normally they adjust upwards, there are more homicides than they reported daily, for some reason they were not recognized that same day or, anyway, they are reported a week later. That's how it is, Marcela. Well, that has been happening since 1997.
So, let's see if you put, Marcela put now per 100,000 inhabitants, but if you put the annual homicides of the administrations, then that is the information from the security secretariat. Now, INEGI does a different accounting that is published a year later, more or less at the close of the previous year. What do they do? They review all the death certificates from the civil registries of the entire country. So, if there is a death certificate that reported a violent homicide, then it is counted. At the close, INEGI normally reports more homicides. Many times, for example, when there is a homicide against a security element, that homicide is not counted because it is in self-defense, so to speak, in terms of the prosecutors' offices, but INEGI does count it. So, there is a small difference there.
So, when the year closes, for example 2026, around August or July 2027, the INEGI figure for 2026 will come out. And that is the difference. One counts death certificates from the civil registries and the other the information from the prosecutors' offices. Well, this is the result from INEGI up to 2025. 2025, exactly. That is, INEGI reported 76.7 daily homicides in Mexico in 2025. The 2026 figure is still up to August according to the state attorneys general's offices or the Attorney General's Office of the Republic. But it is the same measurement.
So, in Calderón's era, the war on drugs raised it from 28.6 in 2006 to 70.9 in 2012, an increase of 148% in homicides. I have said and maintain that in that era it was like a state of exception without declaring it, because the commander-in-chief of the armed forces gave authorization for a presumed responsible party to be eliminated without a trial, without detention. That's what they called the war on drugs. And we already know that they also allied with a criminal group, the Sinaloa Cartel, against the other groups. That is the reason why García Luna is detained, apart from all the corruption.
Well, Peña Nieto comes in and reduces from 63.2 to 54.8 in the first year. However, in the following years it reached 100 intentional homicides. They followed a policy similar to Calderón's. With Calderón, the door was opened to US agencies to operate even on national territory. The result is more homicides. Peña Nieto is not as open, but the policy is very similar.
When President López Obrador arrives, the first three years it holds steady, it no longer grows. That is already a result, it no longer grows, at least it is contained, and then it begins to decrease. 2024 closes with 91.7 daily homicides, a 9% reduction. We, considering up to August 2026, have a 48% reduction.
If we measure from September 2024, we arrived on October 1, 2024, to August 2026, the reduction is 53%. 46 fewer homicides per day. And the way of measuring is the same, exactly the same. There is no difference in the measurement.
Paulpe Pellón 58:23 ↗
Thank you very much, President. For a second question, I would like to know if in this work of collaboration with the US government there is any kind of report or how we can know if the US government is doing what it should on its side of the border. To know if it is fighting the cartels that exist within the United States, to know if it is fighting the money laundering that finances criminal groups and organizations in Mexico and the United States. And if it is doing anything against the addictions and consumption happening in its country, because lately we have been seeing very raw images within its territory of fentanyl consumption, which it seems they are not doing absolutely anything about.
So, I would like to know if you or Harfush or someone informs you or tells you what they are doing to combat organized crime.
Claudia Sheinbaum 59:23 ↗
Well, we know what is public. For example, recently there was a note about the corruption of some DEA agents in the United States. Let's see if you can find the note there, that they were detained. It's worth it because they themselves reported it. Let's see if you have the note there.
There is one. What is Sara Carter's position? She is the anti-drug czar of the United States. Sara. The Office of National Drug Control Policy. There is a woman there named Sara Carter. She recently released a document that I mentioned here in the morning press conference several months ago, very interesting because in that document for the first time they recognize the need to address drug consumption as a national public health policy.
She even recently came, now she will probably return. It was considered that she would return soon and we are seeing now what we did with Mexico Sings in the United States. She even had the interest of going to the concert to know what we are doing in terms of culture and sports. She was very interested, for example, in the Boxing for Peace program that we have been doing. So, she has expressed the importance of addressing the causes. I don't know how much they have advanced, but at least there is a recognition in the history of the United States. That recognition we can find in the era of Reagan, Reagan's wife, she led a campaign against drugs in the United States in that era, and now it is Sara Carter who recognizes it. We don't have information on what else they are doing, but at least there is a recognition.
And we have insisted a lot that when drugs pass from Mexico to the United States, which by the way in the case of fentanyl has been reduced by more than 70%, recognized by them thanks to the operations on this side of the border. We have said how drugs are distributed in the United States. There is even methamphetamine production in the United States, so much so that there was a television series dedicated to that, one of the most famous television series of all time in the United States. The subject was how methamphetamines were produced in the United States and sold. So over there there is also methamphetamine production and the distribution happens over there because there is more consumption there and money laundering also happens there. So we insist that they have a very important part to do over there and not just keep mentioning Mexico.
Now, no, this is not, it's another one. Recently, about a week and a half ago, a note came out because well, this is another one about a person who worked here at the DEA in Mexico, the head of the DEA, but it's not another recent one, let's see if you can find it, a week and a half, two weeks old, about them reporting a very large corruption of DEA agents in the United States.
Paulpe Pellón 1:03:35 ↗
Thank you very much, President. Look, yesterday you posted a tweet just a few hours after President Donald Trump posted an image on social media of the United States, well, from Canada, the United States and Mexico with the US flag. I don't know if it's in reference to that, and the tweet you posted is: 'In the month of the homeland we reaffirm that Mexico is not and will not be a colony or protectorate of any foreign country. Proudly we are a free, independent and sovereign country.'
Look what a coincidence that many years ago, in 1993, precisely in the month of the homeland, the PRI and the PAN, which formed the PRIAN, secured by Andrés Manuel López Obrador and you, accepted the modification to Article 82 of the Constitution. Article 82 of the Constitution, which since the Constitution of 1917 the constituent assembly established that to be president of this country one had to be Mexican by birth, but also have a father and mother Mexican by birth.
71 years later the PRIAN arrives, in 1988 with the arrival of Carlos Salinas de Gortari. And just 2 years later, in 1990, Vicente Fox, who was a topic yesterday because of what you also commented about the meeting he had with the PRI, Vicente Fox as a federal deputy introduced an initiative to remove from the Constitution that part that required parents to be Mexican by birth, since he had a Spanish mother and wanted to be president. There would be a conflict of interest. Let's imagine that all Mexicans could propose and put a constitutional reform that benefits us personally, but that's what Vicente Fox did in 1990, they left it a bit frozen and it was in 1993, on September 3, the month of the homeland, that in the Chamber of Deputies they accepted modifying Article 82 of the Constitution and allowing whoever wanted to be president of Mexico to have a father of another nationality.
In 1994, already with the departure of Carlos Salinas de Gortari, after squandering the country and selling everything he could, well, the path was left open for the PAN so they could arrive in 2000. According to them it couldn't be applied right away because the following month, August 23, were the elections. It was already opposed that Ernesto Zedillo was going to arrive to sell what remained of the country, to get us into a problem with the Fobaproa that you are going to talk about in the coming days, as you mentioned yesterday. And well, they said it would take effect starting in 1999 to disguise that Vicente Fox wouldn't be given the opportunity at that time. And it was the PRI who in 2000 brought the PAN to the presidency of this country and they continued, right? Like the PRIAN, like what they are.
Then came Felipe Calderón with a Spanish Secretary of the Interior, Juan Camilo Mouriño, who died in a plane crash here on Paseo de la Reforma. And during that time Spanish companies entered Mexico like OHL, OBDge and everyone who could, Spanish banks leveraged Felipe Calderón's government to carry out everything he was doing in his government. So yes it matters, yes it matters a lot that people with foreign nationalities from other countries are within Mexican politics and many Mexicans consider it that way. President, will there be any kind of modification so that, well, the people who can be presidents of this country have Mexican parents by birth or will it remain that way? Because we have seen that the radical right that has arrived in Latin America has these characteristics. There we see Javier Milei, who is Argentine, has Italian nationality and loves the United States. We also have Abelardo de la Espriela, who is Colombian, has Italian and North American nationality too. And we also have, for example, Daniel Noboa, who is from Ecuador and born in Miami, United States. And these represent the extreme right in Latin America. What are we Mexicans going to do to prevent foreign interests from reaching Mexico in the highest positions this country has?
Claudia Sheinbaum 1:08:50 ↗
Well, from your intervention I will divide it into two parts, right? The first, I don't believe in this idea that a foreigner cannot have an opinion. Anyone can have an opinion about Mexico. We have wonderful examples like Francisco Javier Mina, a Spaniard who came to Mexico to fight for Mexico being a foreigner, and others. Article 33, for example, that any foreigner who opines on national politics should be expelled, well that is also from other eras. So, and there are Mexican people who can have three nationalities and I am not against that and they can opine on Mexican politics.
There are people who have Mexican, Spanish, United States or other nationalities and it's not bad, I don't consider it bad. The problem is if they want to be president of the Republic or governor of a state, there yes. And that is not clear in the current Constitution. Why do they say we are taking away political rights? No, if someone with dual nationality wants to aspire to the presidency of the Republic, well let them renounce the other nationality to be able to aspire to be president of the Republic. But what is the problem as president? When you become a citizen of another country, you swear to the flag of that country. For example, if you become Spanish, you swear to obey the king, even because he is the head of the Spanish state. If you become American, you swear before the American flag. It's not bad that you want to or have the opportunity, because maybe, for example, all our fellow countrymen in the United States who were born there, the new generations, and want to have a relationship with Mexico and want to be Mexican too, that's great. They were born there, they are Americans, but here we open the doors for them to also be Mexican. That's very good. The problem is if you want to be president because then you swore to another country's flag. So there is a conflict of interest there. You can't be president and swear to two flags, only to one, the Mexican one. You only swear to the people of Mexico. So, that's why we sent the initiative.
Governors or presidents, governors or presidents, only have one homeland if they want to govern the country. They don't have two, they don't have three, they have one and they only have one people to lead and to obey. They don't have two. It is very important, especially in times where there is greater interference or it is pretended that there is greater interference, because sometimes it is pretended but not necessarily there. Like us who say, 'Look, we collaborate but we don't subordinate ourselves. We don't want foreign interference in Mexico of any kind. In politics we are not talking about investments which are always welcome as long as they comply with the Constitution and the laws.'
So, that is the issue and it is the person, because look, if you have a father who comes from another nationality, the Constitution was changed, so I don't see much of a problem there. The problem is the person, because the person decides, you didn't decide where your mother or father is from. Ah, but you do decide what you want to be. And in that decision there is only one who rules and it is the people of your country, your homeland, your nation. That's why we sent the initiative. You can only be Mexican if you intend to be president. You have two nationalities, renounce one, to the other. You can't be president with two nationalities. Well, how? That is our position and I understand that it is already being defined in one of the Senate commissions.
Thank you, President. And Mexico has a history, that's why I was in the 17th, of foreign interventions. I'm already writing my September 16th speech. And the history of the 19th century in Mexico is the history of interventions, because Mexico has a unique geopolitical position and Mexico is rich in natural resources and has a hardworking, proud people. So, it has always been seen by the powers and particularly in the 19th century Spain recognizes Mexico's independence until 1936 and it is in 1936 when the change comes in the Constitution towards centralism, by the way, of the conservatives, that Texas decides to become independent and right away comes the War of the Pastries, the French invasion. And 10 years later comes the North American invasion and the North Americans just leave taking away more than half the territory and comes the French, the Spanish and the English. They agree with England and Spain, but the French invaded us.
Fortunately the people of Mexico have always fought for their independence and their sovereignty. And in 1914, in the middle of the Mexican Revolution, again the North American invasion and the coup d'état of Victoriano Huerta promoted by the US ambassador. That of course in 1917 they say only Mexicans and now it is the same against any foreign power that wants to suppose it can govern in Mexico, no. There the people of Mexico always come out in defense of their sovereignty and their independence. That is our history and whoever governs Mexico has to be Mexican. You can't be Mexican and American, Mexican and French, Mexican and Spanish or Mexican and any other nationality. Only Mexican, because you only have one owner, the people of Mexico.
Let's go to this side to see the colleague.
Aisa García 1:17:04 ↗
Good morning, President. I am Aisa García from Telesur. First, speaking about the security topic, an important figure has been announced, sorry, I'm going to sit down because of the usual, I always forget, an important reduction of 53% in homicides has been announced here, which means that thousands of lives throughout the country were not lost. What part of this result do you attribute to the change in strategy compared to the previous administration? And what would have to happen for this trend to be irreversible?
Claudia Sheinbaum 1:17:49 ↗
Well, we fully agree with President López Obrador that there can be no security strategy if there is no attention to the causes that provoke violence, because it is not only a matter of detentions, it is not only necessarily about preventing young people from approaching criminal groups. So, the results in the reduction of homicides could not be explained if there had not been a strategy of attention to the causes. From the welfare programs and particularly now we have given a lot of attention to certain territories. We work with greater intensity in 40 municipalities of the country, in 60, but particularly of those 60 in 40 we are working with greater intensity to rescue young people who for some reason got involved in criminal groups or who are at risk of entering a criminal group.
So, attention to the causes, that's why we are being more preparatory. Who are the most vulnerable? Besides the fact that there has to be education for all young people, who are the most vulnerable? Just that age, between 15 and 18 years old. When you leave secondary school, you are about to leave secondary school, when you change to high school and at that age of great changes in your personality as an adolescent, if there is no family that is sheltering you or you have some problem or you simply think your life could be better through violence because of all this campaign, what was there that is no longer so much, of exalting criminal groups and the bosses or capos of criminal groups. A 15-year-old young person can think that is a future or they are more vulnerable to different forms of gradually getting closer or approaching drugs and from there generating an economic dependence and ending up involved in a criminal group.
So, that's why we say education, education, education and more high schools, more high schools, more high schools. That is our objective. So, attention to the causes. In that there is total agreement and also that security is the fruit of justice, all justices, social justice and also a true justice system. Well, what have we done additionally? The intelligence and investigation part. We have strengthened that a lot with the new intelligence and investigation system that is coordinated between the Ministry of Security and Citizen Protection, the intelligence area of the National Guard, naval intelligence and military intelligence for public security, because there is an intelligence that has to do with national security, which has always existed. The National Intelligence Center today is dedicated mainly to investigation for public security, the security of Mexicans.
So this intelligence and investigation part that combines with the Public Ministry, today there is a lot of coordination between the Attorney General's Office of the Republic and the Security Cabinet and the state prosecutors' offices and the security cabinet. It is, let's say, the new, the novel or what we have advanced more than in President López Obrador's administration and that allows the detentions. And the other very important one, our detractors won't like it, the change in the judiciary. The change in the judiciary, because now we are doing a study on how an arrest doesn't mean the alleged criminal gets out the next day. Of course we don't want innocent people in prison, that's not the point, but we no longer have the same level of revolving door that existed a few years ago and that has to do with the judiciary.
Aisa García 1:22:35 ↗
Thank you, President. Precisely about the change in the judiciary, yesterday Minister Hugo Aguilar assured that an inherited backlog was being cleared, even with matters that had been pending for more than 10 years. These results are beginning to prove the judicial reform right against those who warned that the Supreme Court of Justice would be weakened. The minister assured yesterday in his speech that the ministers' privileges will not return, but the workers' rights will be fully respected. Is this the difference that was sought with the reform, to remove...
Claudia Sheinbaum 1:23:17 ↗
privileges from above, not by taking rights away from those below. We have a chart over there. Let's see, I told them, 'No, don't show it to me because of the question,' the chart of the judiciary before and now. There's a little table we presented a long time ago. Yes, you have it.
That one, look, the salaries of a minister before: 297,403. Now 186,485 gross. That is, from that amount taxes are deducted, their retirement contribution, and their incorporation into the ISE.
Christmas bonus: 40 days, which corresponded to 584,000, and now it's 376. The vacation premium also decreased.
Now, on top of that, former ministers had meal expenses at restaurants: 58,470. Now they don't have it. Risk payment. Risk payment. What risk?
639,917 pesos a year, that is, more than half a million pesos in risk payment per year. Now they don't have medication support: 237,000. Now they don't have medication support.
And eyeglass support, none. Now seniority incentive, they don't have it either. Death payment, half goes to the top. Funeral expenses, well, more or less the same. Institutional life insurance, half.
Major medical expense insurance: 30 million. I was checking whether I was saying the policy correctly. Now they don't have individual separation insurance: 20 million. Now they don't have armored vehicles. They do have gasoline support. They do have highway tolls. They don't have them.
They have escort service from the Federal Protection Service. In case support is granted, members are assigned. The escort receives additional compensation. Voluntary insurance for cars and housing, charged to the person. Attention, ministerial attention area.
Let's see, go up. No, you skipped the previous one. Well, ministerial attention area, only for institutional support. Before it was for reservations, restaurants, license procedures, visas, and any other type of errand. Go ahead.
Airfare, lodging, half. They access a special lounge at airports. No. Computer equipment, one laptop. Cell phones, there were several, one device per minister.
They could still lower it a little bit, right? I pay for my own cell phone, for example. Technological support, anyway, the truth is that it's more than half or less than half, right? Current ministers receive less than half of what the previous ones did. There are no longer the privileges that existed before.
Jorge Chaparro 1:27:56 ↗
Thank you, President. The last question is about the case of Fernando Cerimedo, which has been aired here and is starting to cross borders. Chile has just created a commission to investigate his possible intervention in political processes, and in Bolivia an alleged vote farm was found. Is Mexico investigating whether Cerimedo or his network have also operated here, whether there is any link with Mexican political actors, heading toward 2027?
Claudia Sheinbaum 1:28:30 ↗
We know what is public and the network analysis that can be done with any program or software that exists on the market. There is no commission or special surveillance. It wouldn't hurt. Maybe Congress could do a review of whether they have had any influence or not, under what conditions, because what is there is that they themselves, whether Cerimedo or Negre, or what's his name? Negre, the right-wing people every day acknowledge that they influence networks against the president of Mexico.
Cerimedo's wife has a statement there where she says that Cerimedo said he was going to finish off President Sheinbaum. Obviously he was referring to it politically, right? So, that they wanted to influence, they wanted to influence. Now they haven't done very well, the truth is, here in Mexico. But if it is linked with economic resources to influence public opinion and, above all, fake news that they seek to make viral, that is what is extremely serious, right?
Now, yesterday I said, for example, in Colombia the vote count is done by a private company, so there it is much easier to influence. Here no, here it is done by citizens with the physical vote. That's why when electronic voting is discussed, one must be very careful, especially now that it is much easier to intervene in electronic votes, right? There are always options that it could happen. They can also intervene in the physical vote, as happened in other places, but not like what they recently did in Colombia. Well, that's what is said, it has to be proven.
But it is true what we have been saying, which is demonstrated by the statements of Cerimedo's wife, that there is a person or a group of people linked with people in Mexico. Negre said at a public event that Salinas Pliego hired him openly. It's no secret. He said it himself. I mean that he didn't do very well and that's why he was leaving Mexico, by the way. But it's worth following this topic, right?
Look, now, for example, the Colima thing doesn't surprise me. Yesterday I asked my colleagues to review this matter that was made, that they tried to make viral, that in Colima people were shouting 'out, out, out' at the event, at the assembly. In reality, the shouts were at the woman who was trying to interrupt the assembly or the report, but they presented it in such a way with a lie, even a journalist posted it on her social media that the president was shouted at to get out, when that is totally false.
But who makes that go viral? I mean, that on TikTok suddenly artificial intelligence appears, artificial intelligence making posts, posts, posts, posts, posts, and since there's an algorithm that leads you to it, well, if you saw one, well, you'll only get posts that have to do with that lie. That is what is very relevant, because the right to truth and to information is constitutional in our country. In many places around the world they are regulating artificial intelligence, very many. So that's why it's important that this debate continues. Thank you very much.
Jorge Chaparro 1:33:29 ↗
On security. Let's see. Thank you, President. Jorge Chaparro from Meganoticias. Sorry I don't stand up because of the cameras, but a few days ago there was an incident, a dynamite attack in Zacatecas, 200 kg of explosives that caused severe damage and several injuries. At Meganoticias we did an investigation on this and there is concern because the states report between 2018 and 2025 about 2,362 seized grenades. In that same period, the Ministry of National Defense and the Armed Forces in general have about 14,792 records. There is a difference between the two. It seems the states are not pulling their weight, because I also want to tell you that while the Ministry of Defense reports 40 seized mortars, the states report none. And besides, in the states there is no record of, for example, attacks on the population, on the civilian population, between criminal groups or federal or state security forces in Chiapas, Guanajuato, Guerrero, Sonora, Zacatecas, Aguascalientes. They say they haven't had events of this nature when they are public and notorious, sometimes reported by the same authority. They say that what isn't measured can't be improved. The concrete question here is: is there really coordination with the states? Are they pulling their weight with the federal government to combat criminal groups? Do you want to answer specifically about the explosives?

First, regarding the first question, whether there is a count. For example, last Friday when we were in Zacatecas we mentioned how many explosive devices there had been, how many improvised, how many had been in a vehicle, how many had only been thrown, and yes there is a count. And obviously, since it is exclusive, the Ministry of National Defense and the Attorney General's Office always intervene. Regarding coordination with the states, as we mentioned at the beginning, there is more and more coordination, but the coordination we are seeking is the one we already have with the vast majority of states, which is not simply an information exchange coordination, but a coordination where there are joint operations, which is what has been advancing progressively with more and more states under the administration of President Claudia Sheinbaum. So yes, there is coordination with the vast majority of states in joint operations already from the security cabinet with state authorities to combat organized crime.
Jorge Chaparro 1:36:25 ↗
Thank you, Secretary. There is talk of 642 victims, you mentioned 23 explosive events. But, and this part is important, there are only 79 detainees as far as we could track, and 12 investigation files. I want to ask what is happening with these investigations, because it doesn't reflect in the number of detainees or in the investigation files all these events, I don't know how to call them, explosive or dynamite.
Omar García Jarjuch 1:37:00 ↗
If you'll allow me, with pleasure we can review today with the Attorney General's Office and the local prosecutors' offices how many detainees there are for either improvised explosives or for some larger explosive device. Because for example in Zacatecas, while it was a very spectacular explosion, very regrettable, where there were no fatalities, there were injured people, there were immediately detainees by the security cabinet and local authorities. And in the other cases we have registered in the administration of the President, almost in all of them, and if not today I'll verify, but I'm almost sure that in all of them there have been detentions of the people who placed the device or the explosives.
Jorge Chaparro 1:37:42 ↗
Thank you, Secretary. And also to remind you that you owe me the list of detentions to confirm that there really is this number.
Omar García Jarjuch 1:37:52 ↗
Yes, of course. We are just working on it with the secretariat, also with the Ministry of the Interior, and right now what we can mention is what I mentioned to you last time, the very measured increase we have in the prison system, the percentage increase.
Jorge Chaparro 1:38:07 ↗
Thank you, President. I don't know if I could ask the Secretary of Defense a question.
Claudia Sheinbaum 1:38:12 ↗
Yes.
Jorge Chaparro 1:38:14 ↗
Secretary, I'd like to ask about the public trust for the administration and payment of military equipment. This trust at the close of 2025 was the trust with the highest income in the federation, only behind the fund for stabilization of budgetary revenues. It had 57,340,000,000 pesos. The concrete question is: what is done with these resources? Because we asked the ministry to tell us, to explain what is really acquired with these resources. They told us it was indeed their responsibility, but that they had no knowledge. This was through the transparency page. So, please, what are these resources from this fund specifically used for?
Omar García Jarjuch 1:39:12 ↗
Well, the acquisitions that the Ministry of National Defense makes in terms of equipment, armament, vehicles, aircraft, have to be programmed. That's what this trust is for. This type of acquisition is not as simple as saying there are certain vehicles that could be, like the case of pickup trucks, which are commercial, but the majority of our material and equipment, aircraft, requires that those procedures be done with time, that is, they span years and we have to have those resources. In this trust we are going to acquire aircraft, we are going to acquire many military vehicles. So we need to have those resources in this trust. That's what it's for.
Jorge Chaparro 1:40:11 ↗
Sorry, Secretary. Are these resources used for the construction and maintenance of activities, for example, that the army carries out on the Maya Train or in some other of the...
Omar García Jarjuch 1:40:24 ↗
No, that's not... they are also used for maintenance, they can be, for example, for the eight airfields we have to maintain and we have to program that maintenance across various years. That's what it's for.
