Speaker B 5:06 ↗
Honourable inaugural National Assembly! With special respect, I greet the representatives who have obtained their mandates in the newly formed National Assembly, as well as the national minority spokespersons. I greet with great respect all former and current constitutional office holders present at the inaugural session, the leaders of the churches in Hungary and beyond the borders, the representatives of Hungarian communities abroad, the members of the diplomatic corps, the Hungarian members of the European Parliament, as well as all our dear guests, the representatives of the domestic and foreign press, and everyone who is following this festive occasion.

I announce that by the inaugural session, 199 members of parliament and 11 national minority spokespersons have submitted their credentials. I have made the representative and spokesperson credentials submitted to me available to the Father of the House and the deputy speakers for the purpose of mandate verification.

Pursuant to Section 7 of the Rules of Procedure, until the announcement of the formation of the House Committee, the inaugural session is chaired by the Father of the House. Honourable National Assembly, allow me to also greet with respect all participants of the inaugural session, our guests, and everyone who is following these solemn moments. I announce that pursuant to the provisions of the Act on the National Assembly, until the election of the office holders, the secretarial duties are performed by the eight youngest representatives: Ákos Berki, Mihály Balog, András Cipa, Lőrinc Mihály Varga, Dr. Csongor Kincse, Nándor Zsolt Horvát, István Gyöngyösi, and Bence Csontos, as deputy speakers. On this basis, I invite deputy speakers Lőrinc Mihály Varga and Bence Csontos to assist in chairing the session.
>> Honourable National Assembly, we now decide on the agenda of this inaugural session. We have made it available to all of you on the parliamentary website. I ask the honourable National Assembly whether it accepts the proposed agenda. Please vote by a show of hands. I find that the visible majority of the National Assembly has accepted the agenda of the inaugural session.
Honourable National Assembly! Next is the report of the President of the National Election Committee on the committee's activities during the general election of the members of parliament held on 12 April 2026. The report is available on the website as document No. Nagy B/1. I give the floor to Dr. Róbert László Sasvári, President of the National Election Committee, for five minutes.
Speaker E 10:52 ↗
>> Honourable Mr. President of the Republic, Honourable National Assembly, ladies and gentlemen! Pursuant to Section 13(2) of the Act on Electoral Procedure, the President of the National Election Committee reports to the National Assembly on the committee's activities during the general elections. In fulfilment of my obligation, I have submitted in writing the committee's report on its work concerning the general election held on 12 April 2026.
First, I presented the substantive and procedural rules of the election of members of parliament, emphasising the changes and amendments to the legal background. It can be established that the rules have not changed in substance, however, the refinements to the Act entailed significant procedural changes, which mainly served the smooth conduct of the electoral procedure and the uniform workload of the election offices.
The two preceding general elections, in 2022 and 2024, were conducted in a so-called joint procedure. During the present electoral procedure, the absence of a joint procedure represented a significant relief. It can be said that the 2026 general election of members of parliament took place in a well-known and predictable legal environment for voters, election bodies, nominating organisations, and candidates alike.
The rules concerning the composition of the committee were also amended. On the one hand, a party with a parliamentary group could appoint a member. On the other hand, a nominating organisation, party, or national minority local government that had set up a national list but did not have a parliamentary group could also appoint a member. The most important difference between faction-delegate and list-delegate members was that the latter did not have voting rights at the sessions of the National Election Committee but could participate with speaking rights.
Of the five nominating organisations that set up party lists and the 12 national minority local governments that set up minority lists, two parties and five national minority local governments exercised their right of delegation. Thus, the committee operated with 22 members, of whom seven did not have voting rights.
From the calling of the election until the national list results became final, the committee held 37 sessions, meaning it met on average three times a week. A significant part of the committee's decisions consisted of the first and second instance adjudication of legal remedy proceedings initiated for violations of the rules of the election campaign. In addition to 139 objections, the committee adjudicated 115 appeals in this context.
In the electoral procedure, the result of the individual constituency election was challenged in only three cases. In all three cases unsuccessfully. Therefore, the committee was able to establish the national list result of the election well before the deadline prescribed by law. Against this decision, a single review request was submitted within the statutory deadline. By its order, the Curia upheld the committee's decision, thus it became final on 1 May 2026. With this, the procedure of the 2026 general election of members of parliament was conclusively closed.
From the calling of the election until the national list results became final, the committee issued a total of 404 decisions. Of these, 103 decisions can be considered administrative in nature, and 301 were issued in legal remedy proceedings. Against the 404 decisions, a total of only 81 judicial review requests were submitted. This means that legal remedy requests were submitted against only 20% of the committee's decisions.
Of the 81 challenged decisions of the committee, the Curia upheld the committee's decision in 31 cases, that is, in 38% of all challenged decisions. It changed the decision in 26% of the cases, and in 36% of the cases, the submitted judicial review request was not suitable for substantive examination.
In closing my report, I would first like to thank the election bodies for their high-quality, conscientious, tireless, and expert work. I would also like to thank the members of the committee for their work and dedication. Thanks to their work, the 2026 general election of members of parliament was successfully conducted in accordance with the applicable legal provisions.
To the elected members of parliament and national minority spokespersons, I wish good health and much success in their work for the benefit of the nation. I ask for the acceptance of the report. Thank you very much.
Speaker C 16:06 ↗
Honourable National Assembly! Next is the report of the President of the National Election Office on the organisation and conduct of the state tasks related to the general election of members of parliament held on 12 April 2026. The report is available on the website as document No. Nagy B/2. I give the floor to Dr. Attila Nagy, President of the National Election Office, for five minutes.
Speaker F 16:43 ↗
Honourable ladies and gentlemen members of parliament, Honourable Mr. President of the Republic, constitutional and church dignitaries, Excellencies, ladies and gentlemen. I congratulate all representatives, spokespersons, and nominating organisations.
From my report submitted in writing, I highlight the following: more than 110,000 people conducted the 2026 parliamentary election in the 10,047 domestic polling stations and at 149 of our foreign missions. This means 20,000 election office staff, as well as 50,000 elected and 40,000 delegated committee members. The election was supervised by 879 international observers.
From the reports and statements issued by them, a large part of which is also known from the press, the picture of an election in accordance with the fundamental principles of elections and international norms emerges. I can state that the election, with a record 79% turnout, was conducted without disruptions, with continuous online information, in accordance with the Fundamental Law of Hungary and the legislation.
This was largely due to our personal and online trainings, as well as our polling-day handbooks prepared for the election committees, which ensured uniform legal practice.
Together with our partners contributing to this year's election, we began preparations already in July 2024, thanks to which, in addition to the legal background, the IT and logistical developments, as well as the organisational novelties, all came to fruition by April 2026. I hereby also thank all our partners for their committed task performance regarding the elections.
Among the IT novelties, I highlight two developments. On the one hand, following the calling of the elections, the further developed electoral information system became available on the internet, where the most important information, data, statistics, and later the results related to the election were published. The online information was provided using cloud services. Our website served more than 3 million unique visitors from 182 countries of the world on polling day, and performed a total of more than 164 million page views. There were periods when the servers handled nearly 4 million requests per minute.
In addition, we completely renewed the internal electoral IT system, and thanks to this, as well as the abolition of the mandatory envelope use at polling stations, we published the results faster than ever before, and the IT infrastructure served the interested public stably and securely despite the exceptional load.
On the other hand, thanks to the adjudication of electoral roll requests in a fully automatic decision-making procedure, voters could settle their electoral matters from home in minutes during this year's election. We adjudicated a total of 670,000 electoral roll requests and issued 427,000 official certificates on the registered data and the existence of the right to vote. Citizens submitted their requests electronically in 85% of the cases.
In closing my oral report, I inform you that the financial settlement of the election is currently in progress, as well as several legal proceedings, primarily concerning nominations and the minority electoral roll. On the other hand, I emphasise that although, following the 2022 election, the National Assembly, fulfilling its legal obligation, amended the constituency division in 2024, the population changes that have occurred since then have made this necessary again.
The number of voters on the day of the 2026 parliamentary election deviated by more than 20% from the national average in four individual constituencies: Somogy County constituency No. 2, as well as Tolna County constituencies No. 1, 2, and 3. The population of Tolna County has decreased since April 2022, and also compared to 2024, to such an extent that it is now feasible to divide the county into only two constituencies. The modification of the constituency division must be made by the end of 2028 at the latest.
I will submit my further legislative proposals to the Minister of Justice in due course. Today, the National Assembly begins its work. Important decisions await you, for which I ask God's blessing and wish you all good work. Thank you very much for the floor, and I ask the honourable National Assembly to kindly accept my report.
Speaker C 22:20 ↗
Honourable National Assembly! Pursuant to Section 11 of the Rules of Procedure, the National Assembly decides on the reports without debate following the report on the verification of the oath documents. Honourable National Assembly! Next is the verification of the representatives' mandates. Acting together with the deputy speakers as a mandate verification body, we examine the credentials of the representatives and spokespersons based on the election documents.
Pursuant to Section 8(2) of the Rules of Procedure, the first five representatives according to the alphabetical order — Péter Ák, Dr. István Apáti, Dr. Nikolett Árvai, Csaba Attila Bakos, and István Balajti — acting as a body, examine the credentials of the Father of the House and the deputy speakers. The body has now been formed. I ask the members of the body to proceed with the deputy speakers to the Sztáray Room off the Cupola Hall. Honourable National Assembly! I now declare a 20-minute recess for the mandate verification.
Honourable National Assembly! Let us continue our work! In chairing the session, deputy speakers Ákos Berki and István Gyöngyösi will assist me in the future. I announce that the mandate verification body has completed its procedure. We now continue our work with the mandate certification. I invite Dr. Nikolett Árvai, Member of Parliament, to present the results of the mandate verification of the Father of the House and the deputy speakers.
Speaker G 44:42 ↗
>> Honourable National Assembly! The first five representatives according to the alphabetical order examined the credentials of the Father of the House and the deputy speakers based on the election documents. They found all of them to be in order. On this basis, we propose to the National Assembly to certify the mandates of the Father of the House and the deputy speakers.
Speaker C 45:01 ↗
>> Thank you. Honourable National Assembly! The mandate verification body, consisting of the Father of the House and the deputy speakers, with the cooperation of the staff of the National Election Office, examined all representative and spokesperson credentials and election documents submitted to the President of the Republic. The body established that all of them comply with the requirements of the law. The National Assembly certifies the mandates without debate.
Honourable National Assembly! Next is the first resolution of the inaugural session by electronic vote. Before that, for technical reasons, we hold a test. Please make sure that you have placed your voting cards in the voting machines and press one of their buttons. I now ask you to press the button. Oops!
I ask my fellow representatives whether there is anyone whose machine perhaps did not work. There is none. I find that the National Assembly is capable of passing resolutions. Honourable National Assembly, I propose that the National Assembly certify by resolution the mandates of the representatives and spokespersons. Please vote by pressing the button.
I find that with 193 yes votes, and no no votes or abstentions, the mandates of the representatives and spokespersons are certified. Honourable National Assembly, I invite deputy speakers Ákos Berki and István Gyöngyösi to present the alphabetical list of the certified representatives and spokespersons.

Pursuant to Article 22(1) of the Fundamental Law, until the formation of the new government, the government remains in office and exercises all the rights to which the government is entitled; however, it may not recognise the binding effect of an international treaty and may issue decrees only under the explicit authorisation of a law in cases of urgency.
National Assembly, I now give the floor to Mr. Tamás Sulyok, President of the Republic.
Speaker M 1:00:31 ↗
Honourable National Assembly, dear compatriots! For a thousand years we have been a state-building nation. We want to shape our lives and do everything within human possibility to become the masters of our own destiny. We do this in better and worse times, with success and with failures. But we have never renounced our right to make our own decisions.
We have reached a new chapter in Hungary's history. The composition of the National Assembly convening for the tenth time since the regime change also brings about a change of government after four parliamentary cycles. In the April parliamentary elections, based on our functioning democratic legal order, the Hungarian people declared their will.
The Respect and Freedom Party, with an unprecedented level of participation and an unprecedented victory, has been given the opportunity by the Hungarian people to lead the country, for which I congratulate them on this occasion as well. With this mandate, they also bear a historic responsibility for our country and our nation. Responsibility and service, the stakes of which is nothing less than the advancement of the community of the country and the nation, the strengthening of its power, and ensuring its resilience against dangers.
Honourable members of parliament! You are the representatives of a nation that preserved its identity, legal order, and culture for many centuries, and was always capable of renewing itself even in the midst of difficulties. This heritage is now in your hands. From today, this building is your workplace, which is the foremost symbol and home of our entire Hungarian nation, our sovereign statehood, and our representative democracy.
A special place, which for foreigners is part of the universal world heritage. For us Hungarians, however, it means much more than that. The Parliament House is the citadel of self-esteem, national freedom, and the law. Full of the symbols of our statehood, history, and legal order. Every corner of this place is woven with the memory of the nation and hope for the future.
The house of the country, shining today in its full splendour, the pride of the Hungarian people, now opens its doors before you, so that with your work you may protect and continue to lead our homeland. However, these majestic walls have plenty of shared memories of the hardest trials and superhuman endurance. Many great figures and officials of the Parliament House strived to stand their ground even in the most turbulent times.
I mention just one. In 1956, when the country was living through the hardest hours of the Soviet occupation, hardly anyone remained in the building. However, a jurist minister, István Bibó, who upheld the primacy of the democratic state order and the inescapable rule of law, decided not to move from here. He risked his life, but he stayed at his post and stood up for the democratic legal order.
István Bibó believed the same as later Presidents Mátyás Szűcs or László Sólyom, and I myself, that the law must have an added value. The law must be directed towards the good, order, justice, and the human being. The fundamental idea of jurists and lawmakers is that man is not for the law, but the law is for man. This is what makes the law capable of holding a country together.
This is the basis of the statutory regulatory framework that stands above power. The thousand-year flow of our legal system originates from the first king of our state, Saint Stephen, the first lawmaker of the country. Into this continuity fits your legislative competence as well.
Our conception of law is inseparable from our European identity, which also traces back to Saint Stephen. Through his deliberate decision, we became definitively part of Europe, not only in a geographical but also in a spiritual and cultural sense. From then on, the Hungarian people are also European, but this is true in reverse as well. Europe cannot be imagined without Hungary either. We have also expanded the continent's values and enriched its culture.
Our European identity stemmed from our free choice, which generations have continuously confirmed to this day. The respect for the law in Hungary cannot be a question. Every power can only be interpreted within the framework of the rule of law. Every political action can be called democratic as long as it operates within the framework of the constitutional order of the rule of law.
The supremacy of the legal order that seeks the good of the people and secures their freedom, and safeguards order and predictability, must be the guiding principle for those who exercise power at any given time. Legal certainty is a value that must be preserved under all circumstances. The dismantling of the rule of law would have unforeseeable consequences for people's lives and their trust in the law.
For the homeland, it is crucial that in this building of the legislature, the constitutional foundations of the Hungarian nation and the balances built into our legal system be surrounded by special esteem. The most suitable place for settling our common affairs is the Parliament House, the most effective method is mutual respect, and the best tool is the clear language of legal norms.
Honourable House, honourable representatives, serving the homeland and the nation, representing Hungarian people is the greatest honour and the noblest task. In this light can be viewed the four years of work ahead of you. You have been enrolled among the nation-builders of a thousand years.
Therefore, everyone who is honoured to represent the nation in the Hungarian Parliament also bears a historic role, and history itself will judge their activity. In this context, their oath, which they took before the National Assembly, must also be interpreted. You received the mandate for four years, but your service goes beyond the parliamentary cycles, and therefore beyond the daily debates as well.
After the fierce campaign, politics must return to its natural setting, the constitutional framework. The focus again falls solely on improving the fate of the country. There is room for improvement in human relations. For how we behave towards each other, how we speak to each other, how we look at each other, we actually look at our homeland in the same way.
Hungary can only be built if we build together, and not against each other. For my part, I propose constructive cooperation in every matter that advances the fate of the country, elevates the nation, and strengthens peace and the tranquility of public life. I saw a good example of this constructive cooperation during the preparation of the inaugural session of the National Assembly. Thanks are due for this to the representatives of the parties, the Director-General of the National Assembly, the Director-General of the Sándor Palace, and their staff.
Honourable National Assembly! A country, a nation can only be strong if it can represent unity even in its diversity, if it respects and equally protects the dignity of every person. In this unity, you, representatives, have a special role. Not only through your decisions, but also through your personal example. Together, you are called upon to represent the entire nation. Those who agree with you, and those who do not. Those who are strong, and those who are in need of protection.
You are responsible for every citizen of the country, regardless of worldview, place of residence, and life situation. I wholeheartedly congratulate you on your mandates as members of parliament, and I wholeheartedly congratulate the national minority spokespersons as well. The national minorities in Hungary are inseparable from our homeland. National unity can only be realised together with them. The protection of their rights and the support of their communities is self-evident.
I wish that your work be guided always by responsibility towards the nation, mutual respect, and an unwavering commitment to the law. I wholeheartedly wish all of you beautiful results and much strength for your worthy service for the homeland and the nation.
Honourable National Assembly! Pursuant to Article 9(3)(j) of the Fundamental Law of Hungary, the President of the Republic proposes the person of the Prime Minister to the National Assembly. I have asked Mr. Péter Magyar, President of the Respect and Freedom Party, to form the new government, and he has accepted the request.
Therefore, pursuant to the aforementioned constitutional provision, I propose that the National Assembly elect Mr. Péter Magyar as Prime Minister of Hungary. Thank you for listening.
Speaker C 1:12:32 ↗
I thank the President of the Republic for his words. Honourable National Assembly, I ask that we stand and pay respect to the entry of the national flag and the historical flags. Flag bearers, right, left. Forward, march.
Honourable National Assembly! Next is the submission and verification of the oath documents of the elected representatives. Acting together with the deputy speakers as a body, they verify the oath documents of the representatives. Pursuant to Section 10(3) of the Rules of Procedure, the first five representatives according to the alphabetical order, acting as a body, verify the oath documents of the Father of the House and the deputy speakers. I ask the members of the body to proceed with the deputy speakers to the Sztáray Room off the Cupola Hall.
Honourable National Assembly! For the submission and verification of the signed oath documents, I now declare a recess of presumably 20 minutes. The end of the recess will be announced by a bell.
Honourable National Assembly! Let us continue our work! In chairing the session, deputy speakers Dr. András Cipa and Nándor Zsolt Horvát will assist me in the future. I announce that the verification of the oath documents has been completed. I invite Representative Csaba Attila Bakos to present the results of the verification of the oath documents of the Father of the House and the deputy speakers.

Honourable National Assembly! The Fundamental Law, as well as the Act on the National Assembly, provides for the incompatibility of the office of representative and spokesperson with other offices. I invite Deputy Speaker Dr. András Cipa to make his announcement regarding the incompatibility.
Speaker O 1:40:30 ↗
Honourable National Assembly! I inform you that every representative and spokesperson has submitted their incompatibility declaration. Mr. István Aba Horvát, national minority spokesperson, declared that an incompatibility ground exists in his case, the removal of which falls within the competence of another body. The spokesperson also announced and proved that he has initiated the removal of the incompatibility ground. On this basis, until the incompatibility is removed, Mr. István Aba Horvát, national minority spokesperson, may not exercise his voting right at committee sessions.
Honourable National Assembly! I announce that, apart from Mr. István Aba Horvát, national minority spokesperson, all representatives and spokespersons made a negative incompatibility declaration. Thus, at today's session of the National Assembly, they can exercise their rights as representatives in full.
Speaker C 1:41:27 ↗
>> Honourable National Assembly! I inform you that the members of parliament and the national minority spokespersons must submit asset declarations concerning their assets as of 9 May 2026, between 11 May 2026 and 8 June 2026. The form necessary for submitting the asset declaration and all documents assisting in filling it out can be found on the website of the National Assembly and in the inaugural session's courier post.
I inform you that pursuant to Section 90(3) of the Act on the National Assembly, in case of delay in submitting the asset declaration, until the asset declaration is submitted, the representative may not exercise the rights of a representative.
Speaker A 1:42:12 ↗

In accordance with Section 12(3) of the Rules of Procedure, the group leaders have reported in writing the name of the parliamentary group, the names of the leaders and other officers of the group, as well as the list of members constituting the group. I call upon Deputy Speaker Nándor Zsolt Horváth to announce the names, size and group leaders of the newly formed parliamentary groups.

Honourable National Assembly! Next up is the election of the Speaker of the National Assembly by secret ballot. Pursuant to Section 6 of the Act on the National Assembly, the leaders of the parliamentary groups have made a joint nomination for the position of Speaker. Taking this into account, in my proposal No. B/3, I propose that the National Assembly elect Ms. Ágnes Forstoffer as Speaker. I draw your attention that, according to the provisions of the Act on the National Assembly, no amendment proposals may be submitted in this regard. The election of the Speaker shall be by secret ballot. Honourable National Assembly! Annex 1 to the resolution on the Rules of Procedure contains the procedure for conducting the secret ballot. I call upon Deputy Speakers Dr. András Czifa and Nándor Zsolt Horváth to present the most important information. I respectfully ask my fellow representatives to listen to this at their seats.
Speaker C 1:47:06 ↗
Honourable National Assembly! The rules of the secret ballot are as follows. During the voting, the oldest member and the deputy speakers of the National Assembly shall act as the vote-counting committee. Members of Parliament may collect their ballot papers from the corridor of the Lower House chamber facing the Danube, from the group corresponding to the first letter of their name, in alphabetical order, in four groups. I inform you that at the sectors you may receive one ballot paper and one envelope. I ask you to confirm receipt by signing the sheets placed on the tables. I inform you that voting booths may also be used during the ballot. I ask you to place your mark in the 'yes', 'no' or 'abstain' box on the ballot paper. Voting is only possible with official ballot papers. A vote is only valid if it was cast for the candidate listed on the ballot paper, with two intersecting lines placed in the 'yes', 'no' or 'abstain' box next to their name. A vote is invalid if it cannot be established beyond doubt how the member voted. A vote is also invalid if it was not cast on an official ballot paper, if it lacks the official stamp, or if the member takes the ballot paper but does not place it in the ballot box. I inform you that if anyone makes a mistake in filling out the ballot paper, the members of the vote-counting committee present at the ballot box will void it and issue a new one in its place.
Speaker D 1:48:45 ↗
Honourable National Assembly! During the voting, only members of Parliament and members of the working group assisting in the ballot may be present in the corridor of the Lower House chamber. I inform you that you have 20 minutes to cast your votes. I ask my fellow representatives to proceed to the table marked with the sign corresponding to the first letter of their name, where they can collect their ballot papers. I draw your attention that, in line with the practice established at previous inaugural sessions, please bring your identification documents and present them before collecting your ballot papers. The ballot papers may only be handed over in exchange for these. Afterwards, please confirm receipt by signing the register. I ask the deputy speakers and the representatives delegated to the vote-counting by the groups without a deputy speaker to proceed to the Széchényi Room after the vote. I now declare a 40-minute recess for the voting and counting.
Speaker E 2:43:39 ↗

Speaker G 2:50:13 ↗
Honourable National Assembly, honourable fellow representatives, honourable compatriots! Deeply moved, I stand before you today, grateful for your trust. I know precisely and understand the great responsibility that the trust placed in me entails. I know precisely that with this trust I have received not power, but service. From my faith I also know that those who are entrusted with much are held to account for even more. Today opens a historic opportunity not for me, but for the Hungarian people. Changes are coming, with which we begin a new era in the history of Hungarian parliamentary democracy. The Parliament House must once again be not the home of the parties, but the home of the Hungarian nation, the house of Hungary. Not a centre of power, but the sanctuary of the nation's will. This house will once again be a house of modesty and humility, of service and of the will to act. Not a stage for elitism, pomp and self-display, where we are not better or worse than one another, but complements of one another. In every statement we must strive for the unity of the Hungarian nation. Let there be room here for argument, for persuasion, for attentive listening, for fact-based, respectful dialogue, and even for apologies, and let there be room for love. The brave stance, social sensitivity and Christian commitment of the first female member of the Hungarian Parliament, Margit Slachta, stand before me as an example. I quote her words: 'Without love, a community has no life, no growth and no prosperity.' In this house we will love our homeland, we will love the Hungarian people, and we will show this by responsibly and honestly crafting laws that serve the honour and advancement of the Hungarian nation. We will work so that no one is ever stigmatised as a second-class citizen because of their origin, opinion or way of life. Let our country, our parliament, once again belong to everyone who lives here, who works here, or whose heart draws them back here from abroad. Let the voice of everyone who entrusted us with their representation reach within these walls. Let the work of the National Assembly be transparent and open, more open towards the free press, and more understandable towards civil society and especially the young. Let the interested see and hear clearly how we work for them. Let them see that just as the world is diverse, so substantive debate is diverse, but it is based on mutual respect. I therefore ask my fellow representatives, rising above political differences, to jointly rebuild the prestige of the National Assembly, because restoring public trust begins here in the parliament. Let the work of the National Assembly be worthy of the mandate given by the Hungarian people. We serve the citizens of Hungary properly not when we are loud, but when we are better, understanding one another and building bridges even over the chasms. A new approach is needed in the leadership of the Office of the National Assembly as well. Maintaining order cannot be an excuse for restricting political opinions and closing ourselves off. Value creation will not be manifested in public-money-wasting, power-flaunting measures and formalities, but in the new opportunities created by responsible management and in dedicated legislative work. If we work this way, then according to Saint Stephen's plan, our path will once again lead back to Europe. Let the first symbolic step of this path be my first decision as Speaker. I order that today, after 12 years, the flag of the European Union be returned to the building of the Hungarian Parliament. This flag is the symbol of the alliance that Hungarian voters overwhelmingly said 'yes' to 22 years ago. Belonging to this alliance remains a fundamental interest of the Hungarian nation today. Let this first symbolic step be followed by many more, with which we will once again become respected members of the European community. Grateful once again for your trust, I take on this honourable task and ask for God's blessing upon the work of the National Assembly convened today and upon the renewing Hungarian democracy. Thank you.
Speaker E 2:56:08 ↗
Honourable National Assembly, I thank the Speaker for her words. Honourable National Assembly, I ask you to stand and pay respect as the national flag and the historical flags are marched out. Flag bearers, right, left. Forward march.

Well, first of all, it is visible that the building — if I may digress a little — the buildings on the opposite side of the street still need their renovation completed. On the other hand, what is currently under examination, which is also a completely public matter, there is a government decree about it, as well as a parliamentary resolution from an earlier period, is the internal modernisation of the Parliament House, which is what our company is essentially examining. Here, everyone is generally confronted with how beautiful and orderly the central parts of the building are, and that the colleagues of the Office of the National Assembly do excellent work almost everywhere, maintaining the building every day. There really is a carpentry workshop, an upholstery workshop in the building. So there is a great deal of attention and care, and I would say there is also love from the staff of the Office towards the house. It is essentially a great honour to work in these places. And these workshops have been operating continuously, practically since the building was handed over, and the knowledge is passed down almost from generation to generation. I think this is a very important thing, and it is also why the building is in such good condition. However, the situation is that the demands placed on the house have very often changed over time. Just to mention the most recent example, the Prime Minister's Office was located inside the building until quite recently. This was actually essentially a result of the 1950s. And obviously, after they moved out, a great deal of space was freed up, but this also gave rise to many forced solutions, and these forced solutions are mainly on the ground floor and in the areas where these people work, who truly keep the house alive every day. And I'll give an example: for instance, the placement of the Parliament's staff canteen is very far from ideal; it is practically stuffed into small, cramped rooms. There is a refrigerator of a size that was meant for beer crates — perhaps that has already been eliminated — but such forced solutions occur that would be good to eliminate, so that we make the everyday lives of the house's daily workers and operators easier and better, not those of the politicians or the members of Parliament. Obviously, one can go in many directions here. Nobody would want to harm the house's monument and historical values. But the continuous operation of the house over the past 100 years has inevitably forced certain constraints into all of this, and if one ever has the opportunity to put things in better order, it may be worth taking it.
Speaker J 4:00:48 ↗
Is there a post office in the building? Because there used to be one, or was there not?
