Nine Members of Parliament, along with eleven national spokespersons, submitted their credentials. The credentials of the Members and spokespersons submitted to me were made available to the Dean and the Deputy Secretaries for the purpose of verifying their mandates.
Honourable Inaugural National Assembly, pursuant to paragraph 7 of the Rules of Procedure, until the announcement of the formation of the House Committee, the inaugural session shall be chaired by the Dean. I now call upon Dr. István József Vitányi, Member of Parliament, to chair the inaugural session. Thank you for your kind attention.
Honourable National Assembly! I respectfully greet all participants of the inaugural session. I hereby declare open the inaugural session of the new National Assembly following the 2026 parliamentary elections. I ask that together we... five, five, page five.
>> Sorry, excuse me. There is a translation here. Well, that should have been removed from here... >> Sorry. Honourable National Assembly, allow me to also respectfully greet all participants of the inaugural session, our guests, and everyone following these solemn moments. I announce that pursuant to the provisions of the Act on the National Assembly, until the election of the office-holders, the secretarial duties shall be performed by the eight youngest Members: Ákos Berki, Mihály Balog, András Cipa, Lőrinc Mihály Varga, Dr. Csongor Kincse, Nándor Zsolt Horvát, István Gyöngyösi, and Bence Csontos, as Deputy Secretaries. Accordingly, I call upon Deputy Secretaries Lőrinc Mihály Varga and Bence Csontos to assist in conducting the session.
>> Honourable National Assembly, we shall now decide on the agenda of this inaugural session. It has been published on the parliamentary website for all of you. I ask the Honourable National Assembly whether it accepts the proposed agenda. Please vote by a show of hands. I note that the visible majority of the National Assembly has adopted the agenda of the inaugural session.
Honourable National Assembly! Next is the report of the President of the National Election Committee on the activities of the National Election Committee during the general election of Members of Parliament held on 12 April 2026. The report is available on the website under number Nagy Bé/1. I give the floor to Dr. Róbert László Sasvári, President of the National Election Committee, for a five-minute period.

Mr President, Honourable National Assembly, ladies and gentlemen! Pursuant to paragraph 2 of section 13 of the Act on Electoral Procedures, the President of the National Election Committee reports to the National Assembly after the general elections on the committee's activities during the election. In fulfilment of my obligation, I submitted in writing the report on the committee's work concerning the general election held on 12 April 2026. First, I presented the substantive and procedural rules of the election of Members of Parliament, emphasising the changes and amendments to the legal background. It can be established that the rules of the election did not change in substance, however the refinements in the law entailed significant procedural changes, which served above all the smoothness of the electoral procedure and the uniform workload of the election offices.
The two preceding general elections, in 2022 and 2024, were conducted in a so-called joint procedure. During the present electoral procedure, the absence of a joint procedure represented a considerable relief. It can be said that the 2026 general election of Members of Parliament took place in a well-known and predictable legal environment for voters, electoral bodies, nominating organisations and candidates alike. The rules concerning the composition of the committee were also amended. On the one hand, a party with a parliamentary group could appoint a member to the committee. On the other hand, a nominating organisation, party or national minority government that nominated a national list but did not have a parliamentary group could also appoint a member. The most important difference between the group-delegated and list-delegated members was that the latter did not have voting rights at the meetings of the National Election Committee and could participate with speaking rights.
Of the five nominating organisations that nominated party lists and the twelve national minority governments that nominated minority lists, two parties and five national minority governments exercised their right of delegation. Thus the committee operated with 22 members, of whom seven did not have voting rights. From the calling of the election until the national list results became final, the committee held 37 meetings, that is, it convened on average three times a week. A significant part of the committee's decisions consisted of the first and second instance adjudication of legal remedy proceedings initiated for violations of the rules of the election campaign. In this context, the committee adjudicated 115 appeals in addition to 139 objections.
In the electoral procedure, the result of the individual constituency election was challenged in only three cases, all three unsuccessfully. Therefore, the committee was able to establish the national list result well before the deadline prescribed by law. Against this decision, a single review application was submitted within the statutory deadline. By order of the Curia, the committee's decision was upheld, thus it became final on 1 May 2026. With this, the procedure of the 2026 general election of Members of Parliament has been conclusively closed.
From the calling of the election until the national list results became final, the committee adopted a total of 404 decisions. Of these, 103 can be considered administrative in nature, and 301 were adopted in legal remedy proceedings. Against the 404 decisions, judicial review applications were submitted in only 81 cases. This means that legal remedy applications were submitted against only 20% of the committee's decisions. The Curia upheld the committee's decision in 31 of the 81 challenged decisions, that is, in 38% of all challenged decisions. It changed the decision in 26% of the cases, and in 36% of cases the submitted judicial review application was not suitable for a merits examination.
In conclusion of my report, I would first like to thank the high-quality, conscientious, tireless and expert work of the electoral bodies. I would also like to thank the members of the committee for their work and dedication. Thanks to their work, the 2026 general election of Members of Parliament was successfully conducted in accordance with the applicable legal provisions. To the elected Members of Parliament and national spokespersons, I wish good health and much success in their work in the interest of the nation, on behalf of the committee. I ask for the adoption of my report. Thank you very much.
>> Honourable National Assembly! Next is the report of the President of the National Election Office on the organisation and conduct of the state tasks related to the general election of Members of Parliament held on 12 April 2026. The report is available on the website under number Nagy Bé/2. I give the floor to Dr. Attila Nagy, President of the National Election Office, for a five-minute period.
Honourable Members of Parliament, ladies and gentlemen! Mr President, holders of constitutional and ecclesiastical dignities, excellencies, ladies and gentlemen! Congratulations to all Members, spokespersons and nominating organisations. I would like to highlight the following from my written report. More than 110,000 people conducted the 2026 parliamentary election, in 10,047 domestic polling stations and at 149 of our foreign missions. This means 20,000 election office staff, as well as 50,000 elected and 40,000 delegated committee members. The election was supervised by 879 international observers.
From the reports and accounts issued by them, a good part of which is also known from the press, the picture that emerges is of an election in accordance with the fundamental principles of elections and international norms. I can state that the election, with a record 79% turnout, was conducted without disruptions, with continuous online information, in accordance with Hungary's Fundamental Law and the legislation. This was largely due to our personal and online training, as well as the polling-day handbooks prepared for the election committees, which ensured uniform legal practice.
Together with our partner organisations contributing to this year's election, we began preparations as early as July 2024, thanks to which, in addition to the legal background, the IT and logistical developments and the organisational innovations were all completed by April 2026. I also thank all our partners for their commitment to the faithful performance of their tasks related to the elections. I would like to highlight two developments among the IT innovations. On the one hand, following the calling of the elections, the advanced election information system became available online, where the most important information, data, statistics and later the results were published.
The online information was provided using a cloud service. On polling day, our website served more than 3 million unique visitors from 182 countries around the world and delivered a total of more than 164 million page views. There were periods when the servers handled nearly 4 million requests per minute. In addition, we completely renewed the internal electoral IT system, and thanks to this, as well as the abolition of the mandatory envelope use at polling stations, we published the results faster than ever before, and the IT infrastructure served the interested public stably and securely despite the exceptional load.
On the other hand, thanks to the adjudication of electoral roll applications in a fully automatic decision-making procedure, voters could settle their electoral matters from home in minutes during this year's election. In total, we adjudicated 670,000 electoral roll applications and issued 427,000 official certificates concerning the registered data and the existence of the right to vote. Citizens submitted their applications electronically in 85% of cases.
In closing my oral report, I would like to inform you that the financial settlement of the election is currently in progress, as well as several legal proceedings, primarily concerning nominations and the minority electoral roll. On the other hand, I would like to emphasise that although, following the 2022 election, the National Assembly, in fulfilment of its legal obligation, amended the constituency delimitation in 2024, the population changes that have occurred since have once again made this necessary. The number of voters on the day of the 2026 parliamentary election deviated by more than 20% from the national average in four individual constituencies: one in Somogy County, and the first, second and third constituencies of Tolna County.
The population of Tolna County has decreased since April 2022, and also compared to 2024, to such an extent that it is now feasible to divide the county into only two constituencies. The modification of the constituency delimitation must be made by the end of 2028 at the latest. I will submit my further legislative proposals to the Minister of Justice in due course. Today, the National Assembly begins its work. Important decisions await you, for which I ask God's blessing and wish you all good work. Thank you very much for the floor, and I ask the Honourable National Assembly to kindly adopt my report.
Honourable National Assembly! Pursuant to paragraph 11 of the Rules of Procedure, the National Assembly shall decide on the reports without debate following the report on the verification of the mandates and oaths. Honourable National Assembly! Next is the verification of parliamentary mandates. Acting as a mandate-verification body together with the Deputy Secretaries, we shall examine the credentials of the Members and spokespersons based on the electoral documents. Pursuant to paragraph 2 of section 8 of the Rules of Procedure, the first five Members according to the alphabetical order — Péter Ák, Dr. István Apáti, Dr. Nikolett Árvai, Attila Csaba Bakos, and István Balajti — acting as a body, shall examine the credentials of the Dean and the Deputy Secretaries. The body has now been formed. I ask the members of the body to proceed, together with the Deputy Secretaries, to the room opening off the Cupola Hall. Honourable National Assembly! I now declare a 20-minute recess for the mandate verification.
Honourable National Assembly! Let us continue our work. Berki Ákos and Gyöngyösi István, Deputy Secretaries, will assist me in conducting the session. I announce that the mandate-verification body has completed its procedure. We now continue with the confirmation of mandates. I call upon Dr. Árvai Nikolett, Member of Parliament, to present the results of the verification of the credentials of the Dean and the Deputy Secretaries.
>> Honourable National Assembly! The first five Members according to the alphabetical order examined the credentials of the Dean and the Deputy Secretaries based on the electoral documents. They found all of them to be in order. Accordingly, we propose that the National Assembly confirm the mandates of the Dean and the Deputy Secretaries.
>> Thank you. Honourable National Assembly! The mandate-verification body, consisting of the Dean and the Deputy Secretaries, together with the staff of the National Election Office, examined all credentials and electoral documents submitted to the President of the Republic. The body established that all of them comply with the requirements of the law. The National Assembly confirms the mandates without debate. Honourable National Assembly! Next is the first decision of the inaugural session to be taken by electronic vote. Before that, for technical reasons, we shall conduct an identity check. Please make sure that you have placed your voting cards in the voting machines and press one of their buttons. I now ask you to press the button. Oops!
I ask my fellow Members whether there is anyone whose machine might not be working. There is none. I note that the National Assembly is capable of passing resolutions. Honourable National Assembly! I propose that the National Assembly confirm by resolution the mandates of the Members and spokespersons. Please vote by pressing the button. I note that with 193 yes votes, and no no votes or abstentions, the mandates of the Members and spokespersons are confirmed. Honourable National Assembly! I call upon Deputy Secretaries Berki Ákos and Gyöngyösi István to read out the list of the confirmed Members and spokespersons.

Please take your seats, National Assembly. I announce that with the swearing-in of the Members, the new National Assembly has been formed. I inform you that the national spokespersons will take their oath before the President of the National Assembly during the fourth recess of the inaugural session in the Zsitvai Tibor Room of the Parliament House, to which we respectfully invite the guests.
Honourable National Assembly! I announce that pursuant to Article 20(1) and Article 2(1)(a) of the Fundamental Law, the mandate of the government has ceased with the formation of the newly elected National Assembly. Pursuant to Article 22(1) of the Fundamental Law, until the formation of the new government, the government shall remain in office and exercise all rights to which the government is entitled. However, it may not recognise the binding effect of international treaties, and may issue decrees only on the basis of explicit authorisation by law in urgent cases. Honourable National Assembly, I now give the floor to President Tamás SőK.
Honourable National Assembly! And dear compatriots, for a thousand years we have been a state-building nation. We want to shape our lives and do everything within human possibility to become the masters of our own destiny. We do this in better and worse times, with success and with failure. But we have never renounced the right to make our own decisions.
We have reached a new chapter in Hungary's history. The composition of the National Assembly, convening for the tenth time since the change of regime, has also resulted in a change of government after four parliamentary terms. In the April parliamentary elections, based on our functioning democratic legal order, the Hungarian people declared their will. The Respect and Freedom Party, with an unprecedented level of participation and an unprecedented victory, has been given the opportunity by the Hungarian people to govern the country, for which I congratulate them. With this mandate, it also bears historical responsibility for our country and our nation — responsibility and service, at stake is nothing less than the advancement of the community of the country and the nation, the strengthening of its power, and ensuring its resilience against dangers.
Honourable Members of Parliament! You are the representatives of a nation that preserved its identity, legal order and culture for many centuries and was always capable of renewing itself even in the midst of difficulties. This heritage is now in your hands. From today, this building is your workplace, the foremost symbol and home of our entire Hungarian nation, our sovereign statehood and our representative democracy. A special place that is part of the universal world heritage for foreigners, but for us Hungarians it means much more. The Parliament House is the citadel of self-esteem, national freedom and the law, full of the symbols of our statehood, history and legal order. Every corner of this place is woven with the memory of the nation and hope for the future.
The house of the country, shining today in its full splendour, the pride of the Hungarian people, now opens its doors before you so that with your work you may protect and continue to guide our homeland. However, these majestic walls hold plenty of shared memories of the hardest trials and superhuman endurance. Many great figures and officials of the country's house strove to stand their ground even in the most turbulent times. I will mention just one. In 1956, when the country was living through the hardest hours of the Soviet occupation, hardly anyone remained in the building. But a jurist minister, István Bibó, who upheld the primacy of the democratic state order and the inescapable rule of law, decided not to move from here. He risked his life, but he stayed at his post and bore witness to the democratic legal order.
István Bibó held the same view as later the late Presidents Mátyás Szűrös or László Sólyom, and I myself, that law must have an added value. Law must be directed towards the good, order, justice and the human being. The fundamental idea of jurists and legislators is that man is not for the law, but the law is for man. This is what makes the law capable of holding a country together. This is the basis of the legal framework that stands above power. The thousand-year stream of our legal system originates from the country's first king, Saint István, the country's first legislator. Your legislative powers also fit into this continuity.
Our conception of law is inseparable from our European identity, which also traces back to Saint István. Through his deliberate decision, we became irrevocably part of Europe — not only in a geographical, but also in an intellectual and cultural sense. From then on, the Hungarian people are also European, but this is true in reverse as well: Europe cannot be imagined without Hungary. We too have expanded the continent's values and enriched its culture. Our European identity stems from a free choice, which generations have continuously confirmed to this day.
The respect for the law in Hungary cannot be a question. Every power can only be interpreted within the framework of the rule of law. Every political action can be called democratic only as long as it operates within the constitutional order of the rule of law. The supremacy of the legal order, which seeks the good of the people and secures their freedom, and guarantees order and predictability, must be the guiding principle for those who exercise power at any given time. Legal certainty is a value that we must preserve under all circumstances. The dismantling of the rule of law would have unforeseeable consequences for people's lives and their trust in the law.
For the homeland, it is decisive that in this building of the legislature, the constitutional foundations of the Hungarian nation and the balances built into our legal system be accorded special respect. The most suitable place for settling our common affairs is the Parliament House, the most effective method is mutual respect, and the best tool is the clear language of legal norms.
Honourable House, honourable Members, serving the homeland and the nation, representing Hungarian people, is the greatest honour and the noblest task. In this light, the four years of work ahead of you can be viewed. You have been enrolled among the nation-builders of a thousand years. Therefore, everyone who has the honour of representing the nation in the Hungarian Parliament also bears a historical role, and history itself will judge their activities. It is in this context that your oath, which you took before the National Assembly, must also be understood. You received a mandate for four years, but your service goes beyond parliamentary terms, and therefore beyond the daily debates as well.
After the fierce campaign, politics must return to its natural setting, the constitutional framework. The focus once again falls solely on improving the fate of the country. There is room to improve human relations. For how we behave towards one another, how we speak to one another, how we look at one another, is in fact how we regard our homeland. Hungary can only be built if we build together and not against one another. For my part, I propose constructive cooperation in every matter that advances the fate of the country, elevates the nation, and strengthens peace and the tranquility of public life.
I saw a good example of this constructive cooperation in the preparation of the inaugural session of the National Assembly. Thanks are due for this to the representatives of the parties, the Director-General of the National Assembly, the Director-General of the Sándor Palace, and their staff. Honourable National Assembly! A country, a nation can only be strong if it can represent unity even in its diversity, if it respects and equally protects the dignity of every person. In this unity, you, Members, have a special role — not only through your decisions, but also through your personal example. Together, you are called upon to represent the entire nation: those who agree with you and those who do not; those who are strong and those who are in need of protection.
You are responsible for every citizen of the country, regardless of worldview, place of residence or life situation. I wholeheartedly congratulate you on your mandates as Members of Parliament, and I wholeheartedly congratulate the national spokespersons as well. The nationalities of Hungary are inseparable from our homeland. National unity can only be achieved together with them. The protection of their rights and the support of their communities are self-evident. I wish that your work may always be guided by responsibility towards the nation, mutual respect, and an unwavering commitment to the law. I wholeheartedly wish all of you good results and much strength for worthy service to the homeland and the nation.
Honourable National Assembly! Pursuant to Article 9(3)(j) of the Fundamental Law of Hungary, the President of the Republic proposes a candidate for the office of Prime Minister to the National Assembly for the formation of the new government. I invited Mr. Péter Magyar, President of the Respect and Freedom Party, who accepted the invitation. Therefore, on the basis of the aforementioned constitutional provision, I propose that the National Assembly elect Mr. Péter Magyar as Prime Minister of Hungary. Thank you for listening.
I thank the President for his words. Honourable National Assembly! I ask that we rise and pay respect to the national flag and the historical flags as they are marched out. Flag bearers, right, left. Forward, march!
>> Honourable National Assembly! Next is the submission and verification of the Members' written oaths. Acting together with the Deputy Secretaries as a body, they shall verify the Members' written oaths. Pursuant to paragraph 3 of section 10/a of the Rules of Procedure, the first five Members according to the alphabetical order, acting as a body, shall verify the written oaths of the Dean and the Deputy Secretaries. I ask the members of the body to proceed, together with the Deputy Secretaries, to the room opening off the Cupola Hall. Honourable National Assembly! For the submission and verification of the signed written oaths, I now declare a recess of approximately 20 minutes. The end of the recess will be signalled by a bell.
Honourable National Assembly! And we continue our work. Dr. Cipa András and Horvát Nándor Zsolt, Deputy Secretaries, will assist me in conducting the session. I announce that the verification of the written oaths has been completed. I call upon Member Bakos Csaba Attila to present the results of the verification of the written oaths of the Dean and the Deputy Secretaries.
Honourable National Assembly, the first five Members according to the alphabetical order, pursuant to paragraph ... of the Rules of Procedure, have completed the verification of the written oaths of the Dean and the Deputy Secretaries. They found all of them to be in order.
Thank you very much. Honourable National Assembly.
The body verifying the written oaths, consisting of the Dean and the Deputy Secretaries, pursuant to section 10 of the Rules of Procedure, has completed the verification of the written oaths of all Members. They found all of them to be in order. Honourable National Assembly! The Fundamental Law, as well as the Act on the National Assembly, provides for the incompatibility of the offices of Member and spokesperson. I call upon Deputy Secretary Dr. Cipa András to make his announcement concerning incompatibility.
Honourable National Assembly! I inform you that every Member and spokesperson has submitted their declaration of incompatibility. Mr. István Abba Horvát, national spokesperson, declared that an incompatibility ground exists in his case, the removal of which falls within the competence of another body. The spokesperson also declared and proved that he has initiated the removal of the incompatibility ground. In view of this, until the incompatibility of Mr. István Abba Horvát, national spokesperson, is removed, he may not exercise his voting right at committee meetings.
Honourable National Assembly! I announce that, apart from national spokesperson Mr. István Abba Horvát, all Members and spokespersons made a negative declaration of incompatibility, so they can fully exercise their rights as Members at today's session of the National Assembly.
>> Honourable National Assembly! I inform you that the Members of Parliament and the national spokespersons must submit asset declarations regarding their asset status as of 9 May 2026, between 11 May 2026 and 8 June 2026. The form required for submitting the asset declaration and all documents to assist in completing it can be found on the website of the National Assembly and in the inaugural session's courier post. I inform you that pursuant to paragraph 3 of section 90 of Act OGTV, in the event of delay in submitting the asset declaration, until the declaration is submitted, the Member may not exercise their rights as a Member and may not receive remuneration.
Honourable National Assembly! Next is the decision on the report of the President of the National Election Committee on the activities of the National Election Committee during the general election of Members of Parliament held on 12 April 2026, report number Nagy Bé/1. I ask the Honourable National Assembly whether it adopts the report of the President of the National Election Committee, number Nagy Bé/1. Please vote now by pressing the button. I declare the resolution. With 188 yes votes, 0 no votes and 0 abstentions, the National Assembly has adopted the report.

>> I declare the resolution. With 192 yes votes, 0 no votes and 0 abstentions, the National Assembly has adopted the report. Honourable National Assembly! Allow me to express my thanks to the nearly 100,000 collaborators who helped organise and conduct the 2026 parliamentary election successfully across the country.
Honourable National Assembly! I announce that the parliamentary parties have formed their parliamentary groups. Honourable National Assembly! Next is the election of the Speaker of the National Assembly by secret ballot. The Act on the National Assembly, section six, ...
Based on the joint proposal, the leaders of the parliamentary groups have made a joint nomination for the Speaker of the House. Taking this into account, in my proposal No. S3, I propose that the National Assembly elect Ms. Ágnes Forstoffer as Speaker of the House. I draw your attention that, according to the provisions of the Act on the National Assembly, no amendment may be submitted to this. The election of the Speaker of the House shall be by secret ballot. Honourable National Assembly, Annex 1 to the resolution on the rules of procedure contains the procedure for conducting the secret ballot. I call upon Dr. András Cipa and Dr. Zsolt Nándor Horvát, the deputy speakers, to present the most important information. I respectfully ask my fellow members to remain in their seats and listen to this.
Honourable National Assembly, the rules for the secret ballot are as follows. During the voting, the Father of the House and the deputy speakers shall act as the ballot-counting committee. Members of Parliament may collect their ballot papers on the Danube-side corridor of the Lower House chamber from the group corresponding to the first letter of their name, in four groups in alphabetical order. I inform you that at the sectors you may receive one ballot paper and one envelope. I ask you to confirm receipt by signing the forms placed on the tables. I inform you that a voting booth may also be used during the voting. I ask you to place your mark in the yes, no, or abstain box on the ballot paper. Voting is only possible with the official ballot papers. A vote is only valid if it was cast for the candidate listed on the ballot paper, marked with two intersecting lines in the box next to the candidate's name for yes, no, or abstain. A vote is invalid if it cannot be established beyond doubt which member voted for whom and how. A vote is also invalid if it was not cast on the official ballot paper, if the stamp impression is missing, or if the member takes the ballot paper but does not place it in the urn. I inform you that if anyone spoils their ballot paper, the members of the ballot-counting committee at the urn will void it and issue a new one in its place.
Honourable National Assembly, during the voting only members of Parliament and members of the working group assisting with the voting may remain on the corridor of the Lower House chamber. I inform you that 20 minutes are available for casting the votes. I ask my fellow members to proceed to the table marked with the sign corresponding to the first letters of their names, where they may collect their ballot papers. I draw your attention that, in line with the practice established at previous inaugural sessions, they should bring their identity documents and present their parliamentary ID cards before collecting the ballot papers. Ballot papers may only be handed over in exchange for these. Afterwards, I ask them to confirm their entry in the register by signing it. I ask the deputy speakers and the members delegated to the ballot counting by the groups without a deputy speaker to proceed to the Sasvári room after the voting. I now declare a 40-minute recess for the voting and the counting.
Once more. Now. Good, good. Honourable National Assembly, we resume our work. Berki Ákos and Dr. Csongor Kincse, the deputy speakers, will continue to assist me in chairing the session. I announce that the ballot-counting committee has completed its work. It established that the voting procedure was valid and successful. I announce the result of the voting. In the secret ballot, 195 members collected a ballot paper. Based on the number of ballot papers found in the urn for Ms. Ágnes Forstoffer, 195 members cast their votes. There were no invalid votes. The distribution of votes is as follows: 193 yes votes, 2 no votes. There were no abstentions. On this basis, the National Assembly has elected Ms. Ágnes Forstoffer as Speaker of the National Assembly. Congratulations!
Now the ceremonial swearing-in follows. I ask you to stand and pay respect as the national flag and the historical flags enter.
Mr. Speaker, I am Major Gábor Józsa, commander of the guard of honour. I request permission to bring in the national and historical flags.
