Claudia Sheinbaum 18:08 ↗
How are you? Good, you too. Well, today we have a very quick link to Colima for the inauguration of a vehicular bridge that we carried out together with the governor. The governor and Jesús Esteban are over there. And with us is Jorge Mendoza, director of Banobras. He, as I committed to, is going to talk about the so-called suburban train, which we are going to call the Felipe Ángeles train, the one that goes from Mexico City to Laifa and from Laifa to Pachuca. That train is now going to operate as a train in the hands of the government, and it is through an agreement with CAF, that is, from private hands to the hands of the people of Mexico. So he is going to tell us about the agreement that was reached, how it is being done, and as you know, this Sunday is the inauguration of the Buenavista Felipe Ángeles International Airport, and the Felipe Ángeles to Pachuca line is very advanced. Well, Jorge is going to tell us about that, and at the close, Noemí with women in history. Let's go first to Colima.
Indira Vizcaíno 19:51 ↗
President, good morning. It is always a pleasure to greet you, but today we in Colima are especially happy. We are also very pleased to have the Secretary of Infrastructure, Communications and Transportation visiting Colima. As you were saying, we are about to inaugurate this vehicular bridge, which will be named after a teacher from Colima who has been very distinguished in our state, who was also a promoter of women's political participation, municipal president back in 1955, one of the first women municipal presidents, Celsa Virgen Pérez. And for us in Colima, this bridge has great significance. It so happens that many years ago it was being requested, at some point the funding was requested and it was built in a different location, and that complicated things for us at first in carrying out this project. Today we in Colima have a work that will serve this entire metropolitan area, and it is thanks to the transformation governments that always seek to carry out works that improve people's daily lives. Thank you very much, President.
Claudia Sheinbaum 20:58 ↗
Thank you, Indira.
Jorge Mendoza 21:00 ↗
With your permission, Madam President. Good morning, everyone. Next, I will inform you about the characteristics of this bridge. This bridge is 600 meters long, six lanes. In total, it was built in 8 months. It started in July with the diversion of induced works and is being finished in April. It is an important intersection, it is the third ring, it crosses over Venustiano Carranza Avenue and this helps mobility between Colima and Villa de Álvarez. In the images you are seeing how it was built, how its construction process advanced. It is a bridge with foundations, with deep piles and with concrete spans. Here I always want to thank the workers, the companies, the engineers, who are the ones we no longer see, but who are the ones who carry them out. And additionally to this bridge, as I said, 600 meters long and 436 million pesos of investment. We are also inaugurating today two other bridges. If you go to the next image, we are also inaugurating the Chical bridge. This bridge is 736 meters long, an investment of 137 million pesos. It was scheduled to be finished in August and it is already opening today as well in Coquimatlán. This one crosses the Armerío river and connects the communities of Chical and Coquimatlán. And let's go to the next, the last one, which is the Presa Las Trancas bridge. This is a 600-meter-long bridge. 86 million pesos were invested. It was also scheduled to be finished in August and today it is opening in total. Well, this connects the municipality of Ixtlahuacán, the communities of the dam and of Cuaután, and today we are opening almost 2 kilometers of length in Colima in the state of viaducts and bridges. And that is all, President. Thank you.
Claudia Sheinbaum 23:17 ↗
So, there are three bridges being inaugurated.
Jorge Mendoza 23:20 ↗
Yes, President, today we are in the city of Colima, but simultaneously the other two are opening and in a moment we will give the flag wave so that this lane can fully open to operation. All the lanes...
Claudia Sheinbaum 23:35 ↗
Mention again the names of the three bridges being inaugurated in Colima.
Jorge Mendoza 23:40 ↗
It is the Celsa Virgen Pérez bridge on the third ring road, the bridge in the community of El Chical in the municipality of Coquimatlán, and the bridge that connects the Presa Las Trancas communities in the municipality of Ixtlahuacán. 2 kilometers of bridges in the state of Colima.
Claudia Sheinbaum 24:00 ↗
Well, we are very, very grateful, President. Go ahead.
Jorge Mendoza 24:03 ↗
And on the count of three, we will give way to the vehicles. One, one.
Claudia Sheinbaum 24:10 ↗
Now I'll count from here. One, two, three. Go ahead.
You are seeing it now. Thank you very much, Governor Indira, Jesús Esteban. Christopher Lucas is also there, who is the general director of the SIC center in Colima, and Marisol Neri, who is the secretary of infrastructure of Colima. Congratulations.
Indira Vizcaíno 24:49 ↗
Thank you very much. Thank you, President. Greetings to the people of Colima.
Claudia Sheinbaum 24:54 ↗
Well, now, Jorge.
Jorge Mendoza 25:02 ↗
Good morning, everyone. With your permission, President. As the President of the Republic told you a few minutes ago, today we are very happy because we have reached an agreement with CAF, which is a Spanish company, and with Omnitren, a Mexican company, to acquire their stake in the suburban train. With this, the Mexican State now reaches 100% of the ownership position in this train. That is, this train passes from private hands to the hands of the people of Mexico. Now, if we move to the next slide, for all those listening and all those watching through the different media outlets, I would like to tell you a little about what the suburban train is, because here in Mexico City it is used a lot, but surely in some states of the Republic they do not know this means of transportation. The suburban train is one of the most important means of transportation to connect Mexico City with the State of Mexico. It goes from the center of the city to the north, connecting with the State of Mexico. And this means of transportation takes on great relevance, it is a very important asset because it will serve as a starting point for the trains that go from the center of Mexico City to the Felipe Ángeles airport, then to Pachuca, and also for the northern trains that will pass through Querétaro. This particular suburban train was a train that was built and began operating in 2008. It has 27 kilometers, seven stations that go from Buenavista to Cuautitlán. It is a journey of approximately 25 minutes and trains pass every 5 minutes during peak hours and around every 20 minutes during off-peak hours. It is important to mention that this means of transportation is used by many Mexicans every day. Just last year, 2025, we reached 45.1 million users. It is also important that when this suburban train was built, it was not only built with private money, it was also built with government money. It was built with support from the National Infrastructure Fund for 11 billion pesos and with financing also from Banobras. In the circle we have at the bottom of the slide, we can see the ownership position before this agreement. CAF, the Spanish company, had 43.4%. Omnitren had 7.6% and with the minority, the National Infrastructure Fund had 49%. That is why it was very important to reach a common agreement with these companies so that the Mexican government could take control of the asset, we would have the majority part, and this time we are going to reach 100% and thus this train becomes a train of the people of Mexico. Now, if we move to the next one, I will tell you a little about the transaction. As I mentioned, the Spanish company CAF had 43.4%, Omnitren 7.6%. We reached an agreement on a price of 5,999 million pesos. This is based on two things. The first is how the agreement comes in the concession that was granted to the Spanish company, to Fonadin and to the Mexican company. And second, we also carried out an evaluation through the INDABIN, which as you know, is a government institution that helps us carry out valuations for the purchase and sale of Mexican government assets. With this acquisition, this company we are buying becomes a majority state participation company. The terms that were authorized, as I mentioned, were also carried out through collegiate bodies within the FONADIN in its committees and also within the assemblies of the suburban train itself. They are already authorized. We are waiting for some final documents from the Ministry of Infrastructure, Communications and Transportation, which are reviewing in great detail all the assets, the furniture and everything that comes within this company, and also from the National Antimonopoly Commission. It is also important to mention that the debt will be assumed by Fonadin, it is already included in the price, and what we are going to do is that we found a possibility to restructure this debt that this company had through Banobras. And I, being on the side of Banobras as well, well what I am going to do is give it the best possible terms and also try to make sure that the entire people of Mexico benefits with a much more viable structure. Another important thing is that this company will be managed efficiently in all uses of resources, always prioritizing safety and quality service for all users. We are going to make sure that this train is managed in the most efficient way possible. Now let's move to the next slide. I am going to tell you a little now about how the stages are going in this plan that forms part of the government plan and the Mexico plan. The first stage was to acquire the suburban train that goes from Buenavista to Cuautitlán, which is the one we are mentioning today. It has seven stations, 27 kilometers, and as I mentioned, it goes from Mexico City to the State of Mexico. This first stage is already completed. The second stage was to connect the suburban train through the Lechería station, creating a branch that reaches inside the terminals of the Felipe Ángeles airport. Here we are also very pleased to announce that this Sunday the President of the Republic will inaugurate this branch, this train that goes from Lechería to the Felipe Ángeles airport, which also has seven stations, 23 kilometers, and is mainly located in the State of Mexico. So, we are going to have a functional train that goes from the center of Mexico City for all passengers and will drop them off inside the Felipe Ángeles airport, thus improving connectivity as we have been discussing in recent years. The third stage, which is already under construction, is the train that goes from the Felipe Ángeles airport to Pachuca. There are six stations, 57 kilometers, and it goes from the State of Mexico to Hidalgo. And as you know and as has been discussed in other morning conferences, we are moving fast, the machinery is already there, we already have the right of way, and we will be completing it very soon. And finally, going forward, what I also mentioned at the beginning is that everything we are doing is part of the Republic's passenger train plan. From Buenavista it will be the starting point for the trains that go to the State of Mexico, that also go to the Felipe Ángeles airport, to Pachuca, and also to the Trenes del Norte, passing through Querétaro. In the next slide I am going to tell you a little about how the map of what we are discussing looks. The red line is the suburban train, the one we are buying, the one that passes to the hands of the people of Mexico. It starts from the Buenavista terminal, which you have surely visited, and goes from Buenavista to Cuautitlán. You will also be able to see in this graphic that from Lechería a branch is created on the green line that reaches the Felipe Ángeles airport. We have been there on numerous occasions and the most interesting thing about this is that it arrives below the train terminals. That is, users who are going to take a flight from the Felipe Ángeles airport get off this train below the terminal, go up some stairs, and are ready to check in and access the terminals. And we can also see on this map the yellow line. That yellow line is the train that goes from the Felipe Ángeles airport to Pachuca, which we also believe will help a lot to increase the capacity on these trains. And something that I don't have on the map, but you also know this part of the Republic, is that from the red line we can also reach Querétaro. So, it was very important that the State of Mexico could somehow take control of this asset that is strategic for the trains. We had a very friendly dialogue, we worked very well with the companies, we worked well with the Spanish company, with the Mexican company. An agreement was finally reached and we are very grateful to all the participants and obviously we thank the President for her leadership, the support of the Ministry of Infrastructure, Communications and Transportation, and also the support of the Ministry of Finance, which as you know, they are the ones who chair the National Infrastructure Fund committee. Now, finally, who is going to operate the train? Well, the train will be operated by the National Infrastructure Fund. You may also remember that the National Infrastructure Fund, which is operated by Banobras, operates the El Insurgente train, which goes from Mexico City, arriving in Observatorio, to Toluca. That train, what we have seen in recent years, 2 and a half years to be exact, is that it has had a very successful operation. We already have more than 19 million passengers without any interruption. And what is important about this is that we are creating a new company, a company that could take more part in the operation of these trains, also supporting the Ministry of National Defense and the Navy, which are also part of the operation of the trains throughout the Republic. With this I conclude and thank you very much for your attention. Thank you very much, President.
Claudia Sheinbaum 35:04 ↗
Thank you. Well, this is the information for today and let's go to the questions. Let's see, let's see who hasn't asked, the colleague back there.
Yulia Bonillo 35:51 ↗
Good morning, President. Yulia Bonillo from the newspaper La Razón de México and the medium with Javier Solorzano. The first question is first, what are the terms of the assignment that Luisa María Alcalde now assumes for the advisory role? When would she take office?
Claudia Sheinbaum 36:07 ↗
She enters on May 1st. There has to be, obviously, the transition both in the legal advisory and the process that the Morena party has to follow.
Yulia Bonillo 36:21 ↗
There is still doubt as to whether during these hours there was any update about the Secretary of Welfare, it was being rumored or it was insisted on this rumor that she would assume some position within the Morena party. Has she communicated anything to you or has she changed her mind?
Claudia Sheinbaum 36:35 ↗
No, I'm just going to see her this weekend. It's been a while since I've seen Ariadna. She is very busy with the credentialing of the Health Service and this weekend she will accompany us on the tour of Hidalgo.
Yulia Bonillo 36:52 ↗
Okay. And also to ask you if you contemplate any change at the Mexican Embassy in the United States to replace Esteban Moctezuma.
Claudia Sheinbaum 37:04 ↗
It came out, I mean, it was leaked that we are proposing Roberto Leri or Laeri, how do you say it, the series or the series, the series as ambassador in the United States, it has to follow a whole procedure, that's why we hadn't made it public. It just has to be sent to the United States and see if the United States accepts this process. Roberto, he worked for a long time in Finance with Rogelio Ramírez de la O. He has a very good relationship with the entire government of Mexico and also with the counterparts in the United States, because that was one of his functions in the Ministry of Finance. I appointed him at Nacional Financiera and in a very short time he transformed Nacional Financiera. A greater number of credits are being opened and a special fund for the promotion of technological innovation. And well, today the main issue with the United States is the commercial issue, in addition to the entire historical relationship with the United States and our countrymen there. So that's why, but well, the United States has to accept it first. It's a whole process. Yesterday it was leaked, so it's important that it be commented on anyway. Okay. And well, speaking of Esteban, who has developed excellent work, now he is helping us with two particular issues and he is doing it in an extraordinary way, as he has done his work at the embassy all the time. He is helping us with transportation issues that we hope we can reach an agreement on soon. The issue of the screwworm also, the opening of the border for cattle and other issues that Esteban has helped us a lot with. I have the best regard for him and we are proposing another space that I will announce in due course abroad or within the territory. Well, directly in my cabinet, I will mention it in due course, but he is part of the government team we have.
Yulia Bonillo 39:34 ↗
Thank you, President. Speaking of the United States, I want to ask about the update on the case of the agents who intervened here in the operation in Chihuahua. Has the United States government communicated with your administration to ask for any explanation about the accident where these two American agents died?
Claudia Sheinbaum 39:54 ↗
Explanation about the accident or about the context in it, I mean, have they made any claim?
Yulia Bonillo 40:00 ↗
Also through the White House press office it was expressed that the president expected some compassion or another type of posture.
Claudia Sheinbaum 40:08 ↗
There, since there is not enough information, later to President Trump, the first thing I said here in the morning conference and I expressed it even to the ambassador personally, the day he came with Ambassador BE, my condolences for the passing of these American citizens. That is regardless of anything. First comes the human aspect and solidarity, support to their families, and the feeling and condolences to the people who passed away, to everyone, to Mexicans and to Americans. That is the first thing and I said it here in the morning conference and then I expressed it personally to the ambassador when he was here with Ambassador Greer. That human part, that is above everything and that must always be done. It is a moral, ethical obligation, to have consideration for the victims, in this case victims of an accident. So, that is the first thing and after that comes the part that has to do with compliance with the laws, the Constitution and the National Security Law, which is under what conditions these people were working in collaboration with the Attorney General's Office of the Government of Chihuahua or of the State of Chihuahua. And that is what we have been commenting on.
Yulia Bonillo 41:36 ↗
Yesterday you mentioned that you would seek the governor by phone. Have you already established this dialogue with her?
Claudia Sheinbaum 41:40 ↗
I looked for her yesterday, she wasn't in the office, her private secretary answered. Today she is going to see the Secretary of Security, and well, I hope we can get in touch, but yes, I looked for her personally through Luis Abreu, who is the colleague who helps me every day in the office, and well, there was no communication. So, but she is going to see the Secretary of Security today here or it will be remotely.
Yulia Bonillo 42:16 ↗
She's not coming to see him here at Omar's offices. Okay. And I wanted to ask you your position on this appointment of the new advisory councils at the INE, if you have any opinion and also regarding that.
Claudia Sheinbaum 42:29 ↗
It's a decision of Congress. It's like I tell you, everyone thinks we are the ones saying who is going to be, in what, in what position. So, it's a decision of the Chamber of Deputies. It was an open, transparent selection. Everyone got excellent grades on the exams, on the interviews. So, it's a decision of Congress. And what is their function? Well, to enforce the electoral laws and ensure that elections are transparent, clean, and that democracy is guaranteed.
Yulia Bonillo 43:06 ↗
In this sense, President, there have been several criticisms, especially about the appointment of Arturo Chávez for the position he held within the federal administration. What is your position or response to these criticisms and allegations?
Claudia Sheinbaum 43:19 ↗
Yes, Arturo is an academic at the Faculty of Political and Social Sciences at UNAM. He was academic secretary of the faculty and is a professor of the faculty. He was in charge, when it was entrusted to UNAM, I think it was still Lorenzo Córdoba, I don't know if it was already Lorenzo Córdoba, president of the INE, it was entrusted to UNAM about the media for political parties. He was in charge of this monitoring and knows the electoral issues and was the one who got the highest grade on the exams. He got 99 out of 100 on the exam that was given to him. So, well, there's nothing to complain about. He was working precisely in graphic workshops, which is precisely where ballots are printed. Electoral ballots, among other things, ensuring the security of the ballots and everything related to it.
Yulia Bonillo 44:27 ↗
Okay. And finally, President, what is the assessment of the visit of the High Commissioner?
Claudia Sheinbaum 44:31 ↗
Beyond the fact that I know Arturo, the colleague from Puebla, the electoral councilor from Puebla and from Tamaulipas, I believe, right? There are two women and one man. Well, they have a lot of history in their life story linked to electoral issues. I don't know them, I know Arturo, well, because he comes from the CEO movement, but what speaks for him are his credentials, not the possible relationship he may have had with me, and his function is to enforce the electoral laws and be a good councilor and guarantee, like all electoral councilors, free, transparent and democratic elections.
Yulia Bonillo 45:25 ↗
Would you make a call to not allow any kind of government interference for the councilors? To guarantee...
Claudia Sheinbaum 45:32 ↗
There is no government interference. There is a lot of respect for the president of the INE, for the councilors of the INE, and it will be so when the new councilors enter. We are not saying this yes, this no, this is approved, this is not. Imagine, they are the ones who make those decisions. Of course, there is a relationship between the Ministry of the Interior and especially the president of the National Electoral Institute.
Yulia Bonillo 45:59 ↗
Okay. And finally, President, what is your assessment of the visit of the High Commissioner to Mexico? Yesterday in his conference and in later statements, he also commented that the challenge of disappearances remains, he made a call not to politicize this phenomenon. What is your assessment of this visit?
Claudia Sheinbaum 46:15 ↗
Well, I think he had the opportunity to visit the people who head the human rights institutions from the National Human Rights Commission. He spoke with victims of disappearances and other victims. It wasn't just about the issue of the disappeared, but he also came to review other issues. He was, for example, with the National Institute of Indigenous Peoples. He was very surprised by how we carry out indigenous consultations, how we carry out the methodology established by the United Nations, the budget we are allocating to indigenous peoples, the modification to the second constitutional article, the new law that will go to consultation for indigenous peoples. That is, he came to review several issues. And he is a man with a lot of history in the field of human rights, and in particular on the issue of the disappeared. On that issue we spoke when he was with me yesterday and other issues. Well, his statement was one that I find very pertinent, right? It's not a political debate issue, it's an issue of attention to victims and addressing this crime that obviously concerns us all.
Yulia Bonillo 47:39 ↗
On what terms does the collaboration you agreed upon remain? New visits, another report?
Claudia Sheinbaum 47:44 ↗
We asked for several collaborations, we had already asked about different issues, indigenous peoples, issues related to in general the protection of activists in the country, the issue of the disappeared and many other issues related to human rights in Mexico, and he was very kind in the sense of through his representation in Mexico and the United Nations representation in Mexico opening all these collaboration channels.
Yulia Bonillo 48:24 ↗
Okay. Just a clarification, going back quickly to the Chihuahua case, was the request for information sent so that the United States could give some response to this or not yet?
Claudia Sheinbaum 48:36 ↗
We will inform about it little by little.
Yulia Bonillo 48:39 ↗
Thank you, President.
Claudia Sheinbaum 48:42 ↗
Let's go over here. The colleague from Uno TV who has been asking for a while and we hadn't given him the opportunity with his hand raised.
Julio Sánchez 48:56 ↗
Thank you very much, President. Good morning, Julio Sánchez from Uno TV. I would like to address this issue of what happened in Chihuahua. My first question would be, did Donald Trump's threats to invade Mexico materialize, but not in a conventional way, but disguised in clandestine operations? President...
Claudia Sheinbaum 49:19 ↗
Let's see, here what there was was a failure by a state authority. That is what this is in essence. A collaboration that the government of the state of Chihuahua or the Attorney General's Office of the State of Chihuahua requested, well, it's in that review process by a United States agency to carry out activities, operations. Yesterday on social media a statement from the Secretary of Security of Chihuahua from about a month ago came out. I saw it. No, I didn't have it. Paulina sent it to me. It's a statement where he says that they are requesting and that they have a collaboration with the United States government and the agencies. I mean, the Secretary of Security says it explicitly, the Attorney General of Justice of the State of Chihuahua has said it. The failure is theirs, in requesting the collaboration. Of course, the United States government, the ambassador, should have informed the federal authorities, but the main failure is in the state government that requested this collaboration. And that is against the Constitution and the National Security Law. So today I asked the Security Council to meet and to send a statement to all the governors, to the 31 governors and to the head of government to remind them what the laws are for collaboration in security matters with any government in the world and in particular with the United States government. It is very clearly marked in the law what type of collaboration there is and how this collaboration must be carried out. And there, moreover, the communication from Foreign Relations with the ambassador of the United States so that all the information can be detailed. So here there is a failure. I understand that the governor and the attorney general were called to appear before the Senate and it is important that they explain under what conditions this collaboration took place, but well, there is a failure by the government or by the attorney general or by the secretary of the state of Chihuahua, because the legal framework and the Constitution are not being complied with in matters of security collaboration, in particular with United States agencies.
Julio Sánchez 52:13 ↗
That is precisely what I was going to ask you. Would this warrant the dismissal of the Attorney General of the State of Chihuahua?
Claudia Sheinbaum 52:20 ↗
Well, the governor herself and the Senate have to determine that, and we are reviewing, but the explanation has to be given by the government of Chihuahua. The governor has said that the Ministry of National Defense knew about it. This is false. In an operation carried out that day, National Defense participated, as they participate at the request of the state security cabinets or attorney general's offices. But that does not mean that the Ministry of Defense or the commander of the zone or region knew that there was a presence of American citizens in operations or in training. So it is very important that the government of Chihuahua clarifies and that the law is complied with, because I swore to enforce the Constitution and the laws. The governor also swore. The attorney general also. The attorney general also. So, we have to comply with the Constitution and the laws. That is not up for debate. It is an obligation when you assume a public office. So, we are collaborating very well with the United States, we are working very well with the United States on security matters and on other issues, as we have always said, we can have our differences, but that does not mean there is no collaboration. So it is very important that the framework in which we established cooperation and collaboration is respected by the governors of the states and in particular the governor, and also by the United States government and by all the public servants of the federal government.
Julio Sánchez 54:22 ↗
Right now, what does the United States government say? Was this agreement, this framework of understanding on security matters violated? Did the United States violate it?
Claudia Sheinbaum 54:32 ↗
Well, what we are asking the ambassador for is communication to know under what conditions this collaboration with a state government took place and to reiterate to him that any collaboration with a state government must necessarily go through the Ministry of Foreign Relations, as established in our law. So, for us, sovereignty is inviolable. So, that has to be very clear and I have maintained it, not only out of personal conviction, but because that is my function as President of the Republic. And it has to remain so and maintain collaboration with the United States within the framework of understanding that we have agreed between both governments and that we are also advancing very well.
Julio Sánchez 55:34 ↗
What need is there for this protocol and this agreement or this understanding that we have between both countries not to be followed, but particularly it is very important that the governor, that the attorney general explain, that the security secretary explain, where in that interview he says, 'In parallel we are requesting from Foreign Relations.' Well, how in parallel do you request the authorization, it is established in the security cabinet or in the National Security Council if it is pertinent and what type of collaboration there should be to be able to authorize a state government.
Does this somehow complicate the diplomatic relationship between Mexico and the United States because of this issue of a violation of national sovereignty, of the law, of national security? President...
Claudia Sheinbaum 56:34 ↗
It shouldn't. It shouldn't and we do not want to generate a conflict with the United States. What we want is that if we are working well, if we are advancing, well, that the understanding be fulfilled. So that is how it is, it is not an issue of wanting to escalate a problem with the United States government, but neither can we be oblivious to our Constitution and our laws and their compliance. That is the labor of the president in all fields. And so in the case of the Chihuahua government, well, they have to explain and all state and municipal governments have to respect the National Security Law necessarily.
Julio Sánchez 57:39 ↗
President, did the intelligence services of Mexico, of the Mexican government, not warn about the presence of United States agents?
Claudia Sheinbaum 57:51 ↗
Well, there is more information now about how they entered Mexico, this, in short, everything related. We can give the concrete information about this later. The most important thing is that the Constitution and the laws be complied with and that sovereignty be defended.
Julio Sánchez 58:16 ↗
There were four agents, President.
Claudia Sheinbaum 58:18 ↗
The security cabinet can give more explanation about how many people there were, how they entered. It is still in that process.
Julio Sánchez 58:27 ↗
Information also came out in media in the United States saying that they had carried out several operations in Chihuahua. This is also confirmed. Do you have this confirmed information?
Claudia Sheinbaum 58:39 ↗
The security cabinet can inform about that. The state governments, that is the main thing, have to comply with the laws, yes or yes. That is not optional. Complying with the law is not optional. And the National Security Law is so clear that it leaves no room for interpretation. It is very clear, absolutely clear. Put it back up if you want, what we read yesterday.
'Shall they refrain from carrying out direct dealings with authorities other than the Ministry of Foreign Relations or the agencies that correspond in terms of the respective international cooperation agreements signed by the Mexican State in security matters that contribute to preserving national security?' There is no room for doubt. And for state authorities there is also no room for doubt. So, sovereignty and compliance with the law. It cannot be that when the rule of law is spoken of it is for some things yes and for others no. And that is a particularity of some sectors of our country. For some things yes, for some things no. And it is also not a political issue or a matter beyond this issue with the governor of Chihuahua or with the attorney general of Chihuahua or with the security secretary of Chihuahua. It is a matter of compliance with the law. So, that is what corresponds to us. That is, sovereignty is inviolable, it is also not a matter of interpretation. So, how does a state government lend itself to the violation of a law? It is as clear as that, which in turn undermines national sovereignty. So now, oh, if the president didn't know, the president knows everything, oh, if the CNI didn't know, the CNI knows everything, if not what they want is to divert a substantive issue, which is that there was an agency collaborating with a state government without having reported to the Ministry of Foreign Relations, complying with the National Security Law. And that has to be so. It has to be so. No, it is not subject to interpretation. Sovereignty has to be defended by all Mexicans.

Are you going to meet with the governor or are you going to meet with the secretary?
Claudia Sheinbaum 1:02:16 ↗
I repeat, yesterday I looked for her, through Luis Abreu with her private secretary, but well, there was no communication and she is going to go today with Secretary Omar.
Julio Sánchez 1:02:33 ↗
Understood, President. I would like to address two other topics, if you allow me, and with that I conclude. Regarding the visit of the United Nations High Commissioner, there have also been other international organizations that speak of a crisis in Mexico regarding disappearances. Does the Mexican government see it that way? Is there a crisis in Mexico on this issue?
Claudia Sheinbaum 1:03:02 ↗
It's that they want the questions the way they ask them, they want the president to say things. We have recognized that there is a crime of disappearance in our country. So much so that we modified laws, so much so that we are addressing it, so much so that it occupies us to attend to the victims and their families. And that we have strengthened the search commission. Now, as we have said and as I commented yesterday to the commissioner, the registry of disappeared persons was built with various problems and what we are doing now is strengthening that registry and strengthening the work of the attorney general's offices for the search of disappeared persons. So, what interests us? We are taking care of the country's security. Not only does it worry us, we occupy ourselves, because the president can be very worried about different issues, but the important thing is what the president is occupied with for the people of Mexico, and the president is occupied in addressing this crime like other crimes in the country and the coordination with the states to address common jurisdiction crimes. So, and I think that was heard with great interest by the United Nations High Commissioner.
Julio Sánchez 1:04:51 ↗
Understood, President. Thank you very much.
