Questions asked in this interview

1
  1. 6:39... with El Mencho is not just the fall of a leader; it is an inflection point that once again puts the central question on the table: Does the State dominate the territory, or does the territory end up conditioned by illegal structures?
Nayib Bukele 0:00 ↗
The only way to solve a problem that already exists, like insecurity, is with force, with the force of the State. As I have said on other occasions, every state is stronger than its criminal groups present in its territory.
Narrator 0:16 ↗
After the death of Nemesio Oseguera Cervantes, known as 'El Mencho,' leader of the Jalisco New Generation Cartel, the political and media impact was immediate across the region. In the midst of that scenario, President Nayib Bukele published a message that left no room for soft interpretations: 'There is no state that cannot take on criminals. If the state cannot, it is because it is complicit.'
Nayib Bukele 0:39 ↗
I believe there is no government that cannot eliminate crime. It's absurd. The Leviathan, the state, is always stronger than any criminal organization.
Narrator 0:49 ↗
A phrase that not only points out a stance, but also launches an implicit accusation against any government that allows illegal structures to strengthen until they challenge institutional authority.
Nayib Bukele 1:00 ↗
And of course, that criminal organization in Brazil is much larger, but the state of Brazil is also much larger, stronger, and more powerful than the criminal organization.
I gave the example because many times they say, 'No, it's the drugs and all that.' I say, I'll give the example of Europe. I am totally against drugs, and here we have a fierce fight against drugs, but in Europe there is a much higher drug consumption than in Latin America, much higher. Legal and illegal. And there are no cartels. There might be dealers, right? But there are no drug cartels, much less controlling territories in Europe. In France, the south of France isn't going to be controlled by one cartel and the north by another. That doesn't happen in Europe. Why? Because the State controls its territory. The French government may have its defects and its virtues, but they control their territory.
And here in Latin America, we can't control the territory. We have to leave that zone to the cartels, the other zone to the criminal organization, and the neighborhoods to the gangs. No, it can't be. Something has to be wrong. It can't be that countries as densely populated as India or China have their territory controlled. Modern countries like Western Europe have their territory controlled. The United States, a country with a lot of criminality, many problems with drug addiction, poverty, etc., doesn't have a single millimeter controlled by a cartel. You don't see a neighborhood where the cartel controls South Dakota. There's nothing like that, right? Why? Why in the 50 states of the United States, with its problems? Because the United States is far from being the model society, right? But why isn't there a single state of the 50 states controlled by a cartel? Or Canada, where 80% is uninhabited? 'Oh, it's because in Brazil we have the jungle.' Canada has impenetrable territories, you can't pass through, tundra and everything. And there isn't a single criminal organization that controls a little corner of Canada. It would be unthinkable. The Canadian army would immediately arrive and remove them. And here in Latin America, they control large sectors of Mexico, large sectors of Colombia, large sectors of Brazil. How is it possible that a criminal organization can take over an entire territory and the government can't remove them? Because they are in the government.
