Raghuveer Belur, co-founder and chief products officer of Enphase Energy, delivered a keynote address on March 13, 2026. During the speech, he discussed time-of-use electricity pricing, citing examples such as San Diego residents paying 82 cents per kilowatt hour between 4 p.m. and 9 p.m. He described batteries as a tool for homeowners to arbitrage rates by charging during the day and avoiding grid purchases during peak hours. Belur also noted that in some markets, utilities pay little or nothing for solar exports during midday due to an oversupply of electrons, while charging high rates for evening consumption. Belur stated that "the sooner the government's out of the energy business... the better it is for our industry." He also said that incentives such as investment tax credits or net energy metering "need to be a catalyst and not a crutch." He characterized the energy industry as "mission critical" and described solar as a "flexible resource" that can be curtailed for economic reasons in markets with high solar deployment.
