He suggested that China should be more tolerant of mistakes to encourage innovation like DeepSeek's. On the topic of AI security, Zhou has repeatedly called for building a connected digital security infrastructure using cloud-based services to achieve collaborative defense and reduce costs. He noted that 360 has helped identify over 50 national-level hacker organizations and has developed a "digital security print" to make invisible attacks visible. Zhou has also emphasized that the goals of technology companies should align with national strategies, and that cybersecurity now extends beyond virtual space to impact national, social, and personal security.
