Antonio Carrillo, president and CEO of Arcosa, spoke at a September 2023 event in Belen, New Mexico, alongside President Joe Biden. He stated that the Inflation Reduction Act had a "long-term positive impact" on his company and the clean energy industry. Carrillo said that one year before the speech, Arcosa's Coastal Wind Towers division "had no work in 2023" and was "really struggling," but after the act's passage in August 2022, the company received over $1.5 billion in orders for wind towers, including the largest order in its history. He described this as "a great example of how policy has a direct impact on business." Carrillo announced that Arcosa is investing $60 million in a new facility in Belen, creating jobs and ramping up production at two other facilities. He credited President Biden's leadership for the legislation and thanked Senators Martin Heinrich and Ben Ray Luján, Governor Michelle Lujan Grisham, and partners from Jil or Nova. On behalf of Arcosa's 6,000 employees, Carrillo thanked Biden for "pushing through this legislation and making it happen."
