Zhou Hongyi, a member of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) and founder of cybersecurity company 360, has focused his recent proposals on artificial intelligence (AI) and cybersecurity. In 2025 and 2026, he advocated for "AI plus security," using AI to simulate attacks on enterprise networks to identify vulnerabilities. He also proposed that AI agents, rather than large models alone, are key to integrating AI into various industries, describing them as "digital experts and digital interns." Zhou commented on the 2026 Spring Festival Gala performance involving humanoid robots, stating he was "not surprised" and that it signaled "an era of robots is coming." He predicted that the export of Chinese-made robots is inevitable, citing China's supply chain advantages, and noted that energy, raw materials for computing power, and inference chips would see significant development during China's 15th Five-Year Plan period. Zhou has also commented on the AI model DeepSeek, stating that it has "bridged the technological gap between China and the United States in big models." He attributed its success to innovation and a "thorough open way" that allows a global community of experts to contribute. He suggested that China should be more tolerant of mistakes to encourage innovation like DeepSeek's. On the topic of AI security, Zhou has repeatedly called for building a connected digital security infrastructure using cloud-based services to achieve collaborative defense and reduce costs. He noted that 360 has helped identify over 50 national-level hacker organizations and has developed a "digital security print" to make invisible attacks visible. Zhou has also emphasized that the goals of technology companies should align with national strategies, and that cybersecurity now extends beyond virtual space to impact national, social, and personal security.
