Prime Minister Mark Carney welcomed Vietnamese General Secretary Tô Lâm to Ottawa on September 24, 2026, calling the visit historic and timely for both economies. Carney noted that Canada-Vietnam trade has more than doubled in the past five years. He announced that agreements would be struck in energy, clean energy, conventional energy, agriculture, defense cooperation, and people-to-people ties, including direct flights between Canada and Vietnam. Carney praised Lâm's regional leadership, including within the CPTPP this year, as ASEAN chair next year, and as APEC chair in 2030. In response, Lâm proposed upgrading the bilateral relationship from a comprehensive strategic partnership to a strategic level, citing over 50 years of diplomatic relations and 10 years of the current partnership. Lâm emphasized cooperation in multilateral forums including the UN, APEC, Francophonie, CPTPP, and ASEAN-led forums.
