Shri P.K. Mishra ji, Chairman of Karmayogi Bharat; Shri S. Ramadorai ji, Chairperson of the Capacity Building Commission; S. Radha Chauhan ji; other dignitaries; ladies and gentlemen. Hearty congratulations to all of you for this event of the Karmayogi Sadhana Saptah.
In this period of the 21st century, with rapidly changing systems, a rapidly changing world, and our India advancing at the same pace, it is necessary to continuously update public service to keep up with the times. The Karmayogi Sadhana Saptah is an important link in this effort.
You are all familiar with it. Today, the core principle of the governance we are moving forward with is 'Citizen is God'. With this sentiment, the focus today is on making public service more capable and sensitive to citizens. Now, governance is being given a new identity by making it citizen-centric.
Friends, a major principle of success is to make your own line bigger rather than making others' lines smaller. In our country, since independence, many institutions were working with different focuses. But there was a need for an institution whose focus was capacity building, which could enhance the capability of every employee, every Karmayogi working in the government.
This very thinking gave birth to the Capacity Building Commission (CBC). Today, on the foundation day of the CBC, this new beginning and the successful role of the iGOT Karmayogi mission are energizing our efforts manifold.
I am confident that with these efforts, we will succeed in building a team of modern, capable, dedicated, and sensitive Karmayogis.
Friends, a few weeks ago, when the Seva Teerth was being inaugurated, I had discussed the vision of a developed India in detail before you. To achieve this goal, we need fast economic growth, modern infrastructure, and technology. We need to create a large skilled workforce in the country, and the role of our public institutions and public servants is very important in the success of these goals.
We are all seeing and feeling how aspirational today's India is. Every citizen has their own dreams, their own goals. And it is our responsibility to support them in fulfilling those dreams as much as possible. Our governance should be such that the ease of living and quality of life of the country's citizens improves day by day. This is our benchmark, and for this, you need to learn something new every day. You need to mold yourself in the spirit of a Karmayogi.
Friends, when we talk about improvement and change in administrative services, one aspect of it is a change in the behavior of public servants. We all know that in the old system, the emphasis was more on being an officer. But today, the country's emphasis is more on the sense of duty. Not the position, but the importance of the work should increase. The Constitution also grants us rights through our duties.
Before every decision, when you think about what your duty says, the impact of your decisions will automatically increase manifold. And I will repeat this once again. We should see our current efforts on the larger canvas of the future. 2047, Developed India – this is our canvas, this is our goal.
What impact will the work we are doing today have on the country's development journey? How many citizens' lives can be changed by one of our decisions? How can our individual transformation become an institutional transformation? This question should be a part of every effort of ours.
From my experience, I can say that for this, you need a lot of energy. This energy can only come from a spirit of service.
Friends, when we talk about learning, in today's context, the importance of technology increases greatly. You all have seen how technology has been integrated into administrative and governance work in the last 11 years. We have seen the power of the tech revolution in governance, delivery, and the economy. Now, after the advent of AI, this change is going to become even faster. Therefore, understanding technology and its proper use has become an essential part of public service.
Now, the better administrator, the better public servant will be the one who understands technology and data. This will become the basis of your decision-making. Therefore, work is being done to facilitate capacity building and continuous learning in the field of AI. Your participation and involvement in this are both very important.
I hope that equal focus will be given to this subject during the Karmayogi Sadhana Saptah as well.
Friends, in our federal structure, the success of the country means the collective success of the states as well. For decades, we have seen the categorization of states in the country. What did we hear? Advanced states, backward states, BIMARU states. Today, we are ending all such definitions.
We have to fill all kinds of gaps between the states. And this will only happen when every state works with the same intensity. We have to break the silos. We have to move forward with better coordination and shared understanding. For this, we need a whole-of-government approach. If both the government and the bureaucracy adopt this approach, success will be achieved in every mission. The Sadhana Saptah has been organized to ensure this.
Friends, we must always remember that for the common man, the local office is the face of the government. Your functioning, your behavior – this determines the citizens' trust in democracy and constitutional systems. Therefore, whatever we do, at whatever level we do it, we must maintain that trust.
I once again congratulate the entire team of the Capacity Building Commission. I am confident that the Karmayogi Sadhana Saptah will become an important chapter in our journey towards a developed India. Thank you very much. Namaskar.
