So precisely I have here the declaration that has already been declared for this 25th summit of heads of state and governments, Caracas, December 14th, 2025, towards the 100 years commemoration of the anniversary of Fidel Castro Ruz. Nothing will be able to stop history. We, the chiefs of state and government of ALBA, having met this day and inspired in the example of Commander Fidel Castro Ruz, in the framework of the commemoration of the 100th anniversary in 2026, and also in the framework of the fight towards the consolidation of peace in Latin America and the Caribbean, we state:
One: We honor the legacy of Fidel Castro, leader of the organization next to Chávez, for the dreams of Latin Americans.
To reaffirm our commitment to continue deepening the Bolivarian doctrine in thought and action, that is incompatible with any form of dominance, of imperial dominance. That continues to be the spirit that inspired Fidel and Chávez for this alliance as an expression of this historical project that is profoundly humanist and anti-imperialist, that joins our people in brotherly ties.
Three: We condemn in the highest terms the declared purpose of the recently declared measures of homeland security that seeks to deepen the Monroe Doctrine.
Four: We reject the piracy act of the United States by assaulting and kidnapping an oil tanker of Venezuelan in the Caribbean Sea. This violates international law and attacks the sovereignty of the Republic of Venezuela.
Five: We greet the Venezuelan people that with historic strength has once again shown resilience in the face of adversity with courage and its right to defend its destiny.
Six: We demand the exclusion of Cuba from the arbitrary and spurious list of countries that supposedly patronize and sponsor terrorism that is elaborated by the United States.
Seven: We highlight the efforts of the government of reconciliation of Nicaragua, of the countries of capacities that are being forged with bravery, of a Nicaragua that is every day more free, Christian, and in solidarity.
Eight: We demand the immediate cessation of any military threat against any country of Latin America. And we reaffirm the proclamation of Latin America and the Caribbean as a zone of peace, as declared in Havana in 2014.
Nine: We reaffirm our commitment with the right of migrants, without paying attention to nationality, culture, race, or gender. And we demand that the protocols of repatriation that are safe and orderly be respected in accordance to the bilateral agreements and the legality of our countries.
Ten: We recognize the advances in the programs of Agro ALBA and Blue ALBA to boost production of our peoples. Their applications have shown important results. This is what the declaration says, and I say there is a lot to do still. This is not for the declaration, but just so that we have the comment, we have a lot to do still, but it is the right path.
Eleven: We celebrate the beginnings of the operations of the ship Manuel Gual of ALBA, and it constitutes a fundamental tool and a very important asset used for the better development of our people. I also add it has been very important for Cuba to face the disastrous consequences of the hurricane that hit the eastern region.
Twelve: We approve the action plan of year 2026 that is oriented towards the strategic goals of ALBA 2030. We will expand the projects Agro ALBA and Blue ALBA for production of food, fisheries, and joint production, also boosting the actions of the Bank of ALBA for economic complementarity. In parallel, ALBA will continue to implement new mechanisms of cooperation in the social and cultural spheres to strengthen integration, including the circuit of communal spaces in order to teach leadership skills and also do a task force against natural disasters. A great idea that we can activate at this moment. The calendar will also include important meetings such as the sixth round of games of ALBA, the political councils of ALBA, and also boosting technological development with a special emphasis on artificial intelligence. These strategic goals need to move forward in the 2030 agenda.
Thirteen: It's very important, this point, that we approve the creation of the special mission for energy and electricity, conformed by the ALBA countries and other countries in the region and outside the region, in order to support the country of Cuba in its full restoration of the electrical capacity of Cuba. So this mission of special support to Cuba has been created. And this declaration ends on a day of good debate, of this good gathering, by saying:
Today, while the threats of imperialism are looming against our territory, the ALBA countries say that our destiny is pledged to our liberator, of the example of Augusto Sandino, the American sense of José Martí, and the character of Juan Simón Bolívar, the leadership of Evo Morales, the commitment of our great leaders, the ancestral resistance of those leaders that have come before us, of Maurice Bishop.
In this common experience, we have strengthened the Bolivarian resistance of the peoples in the fight for the second and definitive independence. We declare that their struggle for their dreams and the complete protection of our Latin American and Caribbean region is intact, with full conviction, as was shown by Simón Bolívar, that peace will be my port, my glory, my reward, my hope, my joy, and everything that is beautiful in this world.
December 14th, 2025, historic summit of 21 years of ALBA, Latin American and Caribbean, somewhere there in Latin America and the Caribbean. This has been approved with our usual sign. Excellent. Excellent union activation, permanent activation. I talked about and I appointed here our Minister Delcy Rodríguez, and well, I have given him instructions in order to pass on this information of anything that we have been doing and to elevate these efforts two, three, four times. And we will come out of this, and we will come out better, stronger, more united and victorious, more victorious than ever.
To the entire ALBA family in Spanish and in English, I tell you: peace and love forever. Victory forever. Peace and love for eternal victory. Thank you. Long live the Bolivarian Alliance of our people. Long live the Union of our peoples. Forever onward with victory! Victory! Victory! Victory!
