He attributed the situation to what he described as "man-made starvation caused by the deliberate actions of the Israeli government." Costello stated that his objective at an upcoming European Council meeting was to secure conclusions calling for an immediate ceasefire, the release of hostages, and the supply of food, medicine, and electricity to Palestinians in Gaza, as well as a two-state solution. He noted that the European Union acts unilaterally on common foreign and security policy and that a small number of countries could block conclusions.
